Study On The Governance Of Rural Residential Environment In Siping City Based On Residents’ Satisfaction

From 2004 to 2022,the Party Central Committee and the State Council promulgated a No.1 document on the "three rural" areas every year,especially the introduction of the rural revitalization strategy in 2018,which clearly stated that ecological livability is the key to rural revitalization,which gives the new era The rural work has put forward higher requirements,and solving the problem of rural living environment has become one of the government’s primary tasks.In 2018,with the promulgation of the "Three-Year Action Plan for the Improvement of Rural Human Settlements" by the central government,local governments successively formulated three-year action plans suitable for the development of their regions.The Siping Municipal Government closely followed the central government and comprehensively carried out the governance of rural living environment in 2018.At present,the Siping Municipal Government has issued a series of policies to solve the problems encountered in the rural living environment,and solidly do a good job in the renovation of rural toilets,the treatment of rural domestic waste and the construction of rural sewage facilities.Although improvements have been made,it is far from enough.There is still a long way to go in the governance of rural human settlements.Based on this,this paper studies the situation of rural human settlements in Siping City.This paper conducts its own research on the basis of consulting the relevant theories and practical experiences of rural human settlements environmental governance at home and abroad.First,define the related concepts of rural living environment governance,and lay the foundation for later research.Secondly,collect basic data and data,conduct a sample survey on villagers in 12 townships and towns in Siping City,and collect data on the status and satisfaction of rural living environment governance in Siping City.Third,the binary Logistic model is used to empirically analyze the influence of different factors on the satisfaction of rural living environment governance,and 12 independent variables are selected from four aspects: individual basic situation,infrastructure situation,individual governance awareness,and cadre quality and ability.There are 8 variables in the analysis that passed the model significance test,namely the education level of the villagers,whether the garbage cans are adequate,whether the garbage cans are cleaned in time,the type of toilets used,whether there are public entertainment venues and facilities in the village,and the road conditions in the village..Whether the management of the living environment is important and whether the village committee has carried out publicity activities to advocate and maintain the living environment.Finally,according to the results of the analysis,it summarizes the problems and causes in the governance of rural human settlements in Siping City,and puts forward corresponding measures to improve the satisfaction of rural living environment governance in Siping City based on the theory of human settlements,rural governance and multiple governance theories.Four countermeasures are suggested.They are to build a sound and scientific system and mechanism;to continue to increase the protection of the living environment;to enhance farmers’ awareness of the main body of rural living environment governance;to strengthen the construction of grass-roots cadres.
