Research On The Classified Management Of Urban Household Waste Of Ouhai District In Wenzhou City

With the development of economy and the improvement of people's living standard,the output of urban solid waste is increasing and its composition is becoming more and more complex.As is known to all,if the household garbage is not handled properly,it will lead to various kinds of environmental pollution problems,and even endanger our lives.Against this background of national conditions,general secretary Xi Jinping has made important instructions on garbage classification,pointing out that "garbage classification is related to the living environment of the masses,to the conservation of resources,and is also an important manifestation of the level of social civilization." In July2019,the regulations of Shanghai municipal government on the management of household garbage came into effect.The regulations make it become the first city in China to enforce the classification of household waste.Subsequently,the major cities have launched household waste classification management.The whole country has set off a wave of household waste classification boom.The classified management of urban household waste is one of the important contents of public management.Taking the classified management of urban household waste as the starting point can effectively break the environmental dilemma and realize the assumption of "zero pollution".Therefore,the research of this paper has theoretical and practical significance.This paper studies new public management theory,good governance theory and circular economy theory.First of all,the literature research method is adopted to understand the current situation of the classification of urban household waste in China and the measures,effects and existing problems of the classification management of urban household waste in Ouhai District of Wenzhou.Secondly,the paper uses questionnaire survey and interview to investigate and analyze the influencing factors of urban household waste classification management in Ouhai District of Wenzhou.Thirdly,the author adopts the experience summary method to extract theexperience practice of advanced cities in urban household waste classification management and the experience practice of pilot urban household waste classification management in Ouhai District of Wenzhou and carry out the extension.Finally,by sorting out the problems and drawing lessons from the experience,practical and feasible countermeasures and suggestions are putting forward for the existing problems at the present stage.New idea of this article is based on the perspective of the government,then designing questionnaire and interview outline which contain four possible influencing factors.The four possible influencing factors include the publicity and education,internal management,industry management,legal system and the infrastructure.And getting the real data through the questionnaire survey,understanding the current situation in management through interview method,and thus conclude the weak links of living garbage classification management in Ouhai District of Wenzhou.By summarizing the problems and summing up excellent experience,it is planned to explore a management model of urban household waste classification suitable for the characteristics of Ouhai District of Wenzhou,so that the classification of urban household waste in Ouhai District can achieve better,faster and more stable sustainable development.
