Research On The Behavior Of District Government In The Development Of Glasses Industry Cluster In Ouhai District Of Wenzhou City

Industrial cluster is an important grasp of regional economic development,and also the key to promote local economic development and maintain regional competitiveness.Under the background of the development of world economic globalization,industrial cluster has attracted more and more attention in more and more countries and regions because it can absorb dense and abundant economic energy and produce huge cluster effect.Industrial cluster is regarded as an important strategic way to promote economic development.With the development of economy and the reform and opening up,the division of labor of social production in China is gradually emerging.The industrial clusters formed by the joint development of several enterprises in a certain industry begin to appear all over the country,and seize the opportunity to continue to develop and grow,among which Guangdong Province and Zhejiang Province are the most prominent.Zhejiang Province,as the first place of reform and opening up,Hangzhou,Ningbo,Wenzhou and other places have formed many industrial clusters with large number of enterprises,large economic volume and complete industrial chain,which has become the main force of rapid economic growth and social stable development.Therefore,it is very important for the government to intervene in the market and other aspects of the industry cluster,especially in the form of macro-control,such as market competition and so on.Therefore,in the process of the development of industrial clusters,what functions should local governments perform,what responsibilities should they undertake,what decisions should be implemented and what goals should theyachieve.Firstly,this paper summarizes the research status of industrial clusters and government behavior in the process of development at home and abroad,expounds the relevant concepts,and analyzes the relevant theories in the research process.Secondly,this paper introduces the historical evolution and development status of Ouhai glasses industry cluster,and summarizes the main actions of district government in standardizing industrial development,establishing professional market,strengthening industry cultivation and creating cross trade channel in the development of glasses industry cluster in Ouhai District.Thirdly,through the questionnaire survey of representative enterprises,and summarizing and combing the survey results,this paper analyzes the problems existing in the government behavior,such as the deviation of role orientation,the imperfect industrial policy mechanism,the lack of correct concept of industrial cultivation,and the low level of public service supply.Finally,according to the current situation and actual situation of the development of Ouhai glasses industry cluster,this paper puts forward some suggestions to optimize the behavior of district government in the development of glasses industry cluster in Ouhai District: optimizing the organization and management of the industrial cluster,building a comprehensive industrial policy support system,accelerating the construction of industry innovation service complex,improving the quality and efficiency of public services,etc.
