| As a hot topic,domestic waste classification is not only a "key small matter" of people’s livelihood,but also a matter of green,scientific and low-carbon development of economy and society.In recent years,the living standard of ordinary people in China has been greatly improved,the material needs have been greatly met,and the resulting domestic waste is also increasing.At the same time of meeting the people’s increasing material needs,how to solve the environmental protection problem of domestic waste siege is gradually becoming a problem of modern social governance《 The implementation plan of domestic waste classification system was released in 2017,and 46 cities in China took the lead in opening the prelude of domestic waste compulsory classification in China,starting the pilot implementation of domestic waste compulsory classification.Since then,the Ministry of housing and urban rural development and other departments jointly issued the notice,which put forward new tasks and objectives for cities at prefecture level and above,and required to start the domestic waste classification work in an all-round way.Taking Ouhai District of Wenzhou City as an example,according to the current situation of urban domestic waste classification in Ouhai District,this paper analyzes the causes of the problems such as low quality of classification and delivery,imperfect classification collection and transportation system,and tries to put forward targeted and feasible countermeasures and suggestions,which has certain theoretical and practical significance for other cities to carry out this work.Based on the new public management theory,fuzzy conflict theory,collective action theory,Smith Model Theory and other public management theories,combined with the actual situation of Ouhai,this paper carries out the research and analysis of domestic waste classification in Ouhai District of Wenzhou City.First of all,through the literature research method,we can comprehensively grasp the domestic and foreign domestic and Ouhai District domestic waste classification policy background and development trend,from the source reduction,recycling,disposal capacity,system construction and publicity and promotion of five aspects of detailed understanding of Ouhai District domestic waste classification measures,current situation and existing problems.Secondly,using the comparative research method and empirical research method,this paper analyzes and combs the existing problems of domestic waste classification in Ouhai District.Finally,by using the methods of comparative research,literature research and expert interview,and learning from the successful practices of domestic and foreign domestic waste classification,this paper puts forward the countermeasures and suggestions for the next work.From the perspective of government policy implementation,this paper studies the relationship between the government,residents and enterprises in the process of municipal solid waste classification from the four aspects of domestic waste classification,i.e.classified delivery,Sorting Collection,Sorting transportation and Classification processing,designs an interview outline including executive agencies,industry management,disposal facilities and other influencing factors,So as to more truly understand the specific data,management status and existing problems,summarize and sort out the good experiences and practices of other regions,and put forward suggestions and suggestions,such as strengthening the source quality improvement and reduction,focusing on the construction of collection and transportation system,improving the capacity of classification and disposal,improving the classification system and mechanism,and strengthening publicity and incentive supervision,so as to speed up the establishment of a systematic waste classification and treatment system,To promote the municipal solid waste classification in Ouhai District of Wenzhou City,and provide reference for other cities or regions. |
