Research On Environmental Governance Effect Of Local Environmental Non-government Organization

In recent years,China’s economic system reform has entered the deep water area.With the rapid economic prosperity and rapid social development,it has also brought about increasingly serious environmental pollution problems that threaten the living environment of residents and the healthy development of cities.With the increasing importance of environmental governance issues and emphasis on environmental protection by the state and the government,the policy environment that encourages environmental non-government organizations to participate in environmental governance are taking shape.Environmental non-government organizations will aslo play an increasingly important role.However,the actual governance effect of environmental protection social organizations is the result of multiple factors.On one hand,by studying the relationship between the development level of environmental non-government organizations and pollutants,and exploring the influencing factors of the environmental effects of environmental non-government organizations,this paper will test and correct the feasibility and applicability of social organization governance model.on the other hand,this paper will promote the theoretical and practical work of China’s environmental governance,and provide direction,ideas and policy recommendations for the rapid development of Chinese cities.Based on the panel data of 100 environmental protection cities in 2007-2015,this paper introduces the theory of government failure and market failure,governance theory and social capital theory as the theoretical basis of this paper,and empirically tests the impact of the development level of environmental protection local environmental non-government organizations on the degree of environmental pollution.And this level of research has been further studied from the two dimensions of pollutant classification and regional economic development level.As a result,it is found that the degree of environmental pollution control will be significantly effective in areas with high levels of local environmental non-government organizations development.The results of the classification test of pollutants show that the improvement of the level of local environmental non-government organizations will significantly enhance the negative effects of environmentally-recognized pollutants and publicly perceived pollutants.Further group investigations also found that in areas with low levels of economic development,the government’s strategic preference makes local environmental non-government organizations have greater survival and activity space,so environmental pollution governance has a stronger relative role,which confirms the environmental protection non-government organizations itself.The role is great.This paper clearly shows the environmental force’s own role in environmental governance in China,enriches the understanding of environmental non-government organizations,,and provides a new perspective and support for China to accelerate the establishment of a multi-community environmental system.In order to improve the local environmental governance capacity of environmental non-government organizations in China,a countermeasure strategy is proposed;(1)Innovate social management methods and broaden the living space of environmental non-government organizations.While maintaining the unity of policy and strategy,pay attention to local conditions and pay attention to the differentiation of various regions;(2)Strengthen the self-construction of environmental non-government organizations;(3)Establish and improve public participation.A new mechanism for environmental governance.
