Environmental Regulation,ENGO And Pollution Emission

With the rapid development of economy,the problem of environmental pollution in our country is becoming more and more serious.Although the government has continuously strengthened the work of environmental control and achieved some results,the current situation of environmental pollution in our country is still very serious,showing the overall improvement,local problems are still prominent,and the pressure of environmental control is increasing.With the continuous development of civil society,the ecological environment protection has entered a new era,the public awareness of environmental protection has gradually increased,the concept of green development has begun to prevail,the establishment of a sound multi-party participation in environmental governance system has become an important part of the construction of ecological civilization.Compared with individual public participation,ENGO have great advantages.Therefore,it is of great theoretical and practical significance to bring ENGO into the framework of China’s environmental governance system.Firstly,this paper reviews the domestic and foreign research results on government environmental regulation,ENGO’ participation in environmental governance,and the relationship between government and ENGO.Secondly,from the economic point of view and the actual situation,this paper analyzes the causes of the government’s implementation of environmental regulations and ENGO’ participation in environmental governance,and then describes the transmission mechanism of ENGO’ participation in environmental governance,and puts forward research hypotheses.Finally,in order to verify the research hypothesis,275 prefecture level cities in China from 2005 to 2016 are selected as samples,which are empirically tested by ordinary least square method,fixed effect,random effect and generalized moment estimation method of system.The results show that,as the leader of the current environmental governance system,improving the level of environmental regulation can effectively reduce pollution emissions as a whole;ENGO can play a certain role in reducing pollution emissions,but the role of ENGO in China is still in its infancy,which is still limited;at the same time,the government and ENGO The interaction coefficient shows that the synergistic governance effect of the two is better than the unilateral environmental regulation effect of the government.Therefore,this paper believes that the environmental governance in China should not only build a macro strategic framework from a scientific level,improve the top-level design of government environmental regulation,and establish a sound judicial system of environmental regulation.We should also strengthen the ability of ENGO to participate in environmental governance,encourage and guide the development of ENGO.ENGO should also strengthen the internal organization construction,improve their own ability,and have the competitive advantage of participating in environmental governance.In this way,we can speed up the formation of a long-term mechanism of cooperation between ENGO and the government,build a new era of environmental governance system,and realize the coordinated operation of multiple subjects.
