Optimization Of Local Government Eco-environmental Governance Under Supervision Pressure Transmission

Under the background of China’s ecological civilization system reform,the central ecological and environmental supervision,endowed with high authority,has been piloted in Hebei Province since 2016,and then carried out in turn in all provinces and cities across the country,which has had an important impact on the ecological and environmental governance behavior of local governments.To explore the local government’s ecological and environmental governance under the supervision pressure transmission from t he level of behavioral logic can make the central ecological and environmental supervision show better results,and provide further ideas for solving the local government’s ecological and environmental governance problems.This paper adopts interview survey method and case study method,introduces principal-agent theory and stimulus-response theory,and constructs an analysis framework of "inspector context-pressure conduction-behavior logic" according to the research needs.By reading relevant literature,searching online materials,combining with field interviews and investigations,as well as cases and information made public by government departments,this paper describes in detail the specific situation of ecological and environmental governance of C M unicipal Government before and after the arrival of the Central ecological and environmental supervision group,and expounds the positive and negative effects of local government ecological and environmental governance under the pressure of supervision.St udies suggest that conduct the environmental supervision of stress to the specific situation is the ecological environment governance of local government behavior logic of important influencing factors,so according to the actual situation analysis of comb ing out the ecological environment governance of local government is facing inspector conduction and inspector to mobilize the masses,authority to supervise,complaint reporting,the top accountability etc.Multiple pressure;Then,it discusses that the local government derived a variety of ecological environmental governance behavior logic,such as quick response,resource integration,public opinion response,emergency avoidance,etc.This paper analyzes the causes of positive and negative effects of local government ecological environmental governance from the level of behavioral logic and puts forward the optimization path of local government ecological environmental governance.Finally,it is concluded that local government eco-environmental governance should be optimized from the perspectives of improving the ability of local party committees to lead ecological governance,cultivating the correct concept of ecological responsibility of local officials,ensuring the full and effective supply of ecologic al law enforcement resources,learning from experience to improve the transmission mechanism of supervision pressure,etc.Papers from the local government behavior logic perspective research of ecological environmental governance,constructs the analysis framework,analyzes the ecological environmental protection supervision from supervision situation in the actual execution of conduction pressure type and the ecological environment governance of local government behavior under the influence of logic,have certain innovative research visual Angle and analysis framework.
