Study On Environmental Governance Of H County From The Perspective Of Local Government Governance

Environmental governance is the cornerstone of the 19 th National Congress of the Party,and it is also a prerequisite for modernizing national governance capacity and an effective way to address the imbalance between people’s living environment and ecological development in modern times.Environmental management by local governments is an important driving force in the construction of ecological civilization in China.How to make the environment sustainable and ensure a high degree of unity between society,nature and human beings is an issue to which scholars in the new era must pay attention.From the current level of China’s practical experience,along with the continuous urbanization process,the problem of local environmental governance is becoming more and more serious,and many areas of environmental governance have problems such as governance subjects in a weak position,no particularly strong governance capacity,and the governance and regulatory mechanisms used are relatively backward.Local governments face the dual pressure of economic development and environmental governance,resulting in a significant reduction in the effectiveness of environmental governance.This paper takes the perspective of local government governance,with the help of various research methods such as literature research method,based on the important thought of "two mountains",the theory of ecological civilization construction,and the theory of responsible government,takes county H of China as a research sample,integrates the practice and regional characteristics of environmental governance in county H,elaborates the current situation of environmental governance in county H,and finds that the government of county H Inadequate awareness of responsibility for environmental governance,inadequate capacity for environmental governance,weak enforcement of illegal acts,and inadequate supervision of environmental governance exist in environmental governance,etc.Through the study of the problems in environmental governance in the county,the causes leading to the problems are derived,and further proposed a more perfect environmental governance system,enhancing environmental governance capacity building,creating a sustainable environmental governance guarantee mechanism,and We further propose countermeasures such as improving the environmental governance system,enhancing environmental governance capacity building,creating a sustainable environmental governance guarantee mechanism,and realizing joint governance by multiple subjects,so as to improve the level of environmental governance of local governments and ensure the sustainable development of the environment.
