The environmental governance behavior of local governments is an important topic in China’s environmental governance research.In the context of the new era,the top-down execution in the field of environmental governance has been greatly improved,the bottom-up "bargaining" space has been extremely compressed,and the environmental governance strategies of local governments have changed accordingly.At present,"flexible implementation" and "selective implementation" analyze and explain the local environmental governance behavior from the perspective of negative response,and pay less attention to the local governance behavior of active adaptation.With the deepening of policy pressure in the field of environmental protection,it is urgent to pay attention to and explain the governance behavior of local governments from the academic research level.Based on this,in the form of case study,this paper constructs the "field actor" analysis framework,combined with control theory and field theory,to explore the environmental governance behavior actively responded by local governments driven by high pressure.Combined with the case of straw treatment in F City of a province,this paper makes a systematic analysis by using the methods of field interview and literature research.The study found that the environmental governance strategy of local governments is an active adaptive behavior choice for the integration of high-level environmental protection tasks and local actual governance.With the deepening of governance,the control of environmental protection tasks in target setting,supervision and acceptance and incentive distribution has been continuously strengthened,forming an environmental protection control field integrating target dimension,supervision dimension and incentive dimension.In this field,local governments are facing triple pressure constraints of response,implementation and effectiveness.As an actor in the field of environmental protection governance,local governments actively adapt to the spatial transformation brought by the field of environmental protection governance,and adjust and respond from the aspects of implementation technology,implementation network and implementation mechanism,so as to present environmental governance strategies in terms of discourse construction,information filtering,power network,subject network,responsibility mechanism and evaluation mechanism,which are embodied in government mobilization of will transmission,data manipulation of target feedback The logic of environmental governance behavior,such as the vertically and horizontally united government structure,the diversified and coordinated governance system,the responsibility compaction of the tendency of avoiding responsibility,and the incentive allocation of consolidating results.The research shows that actors,as micro individuals in the macro field space,are constantly adjusting their behavior to adapt to the field environment while being affected by the field transformation.As the main actors in the field of environmental protection governance,local governments need to take the initiative to take governance strategies to complete environmental protection tasks in the face of environmental protection control constraints.However,objectively,there are some problems in the local environmental governance strategy driven by high pressure,such as the concept of "digital supremacy",the government dependence behavior of social participation,the short-term orientation of environmental protection brought by too strict regulation,and the increase of "responsibility" at the grass-roots level.Here,based on the research of this paper,policy suggestions will be put forward from four aspects: governance concept,governance structure,governance tools and governance mechanism,so as to further improve the environmental governance mode of local governments and improve the efficiency of environmental governance. |
