Research On Local Government’s Behavioral Deviation And Its Corrective Strategies In Environmental Governance:

As a resource-rich country and a populous country,China’s environmental problems have been closely watched by many parties.The state’s governance of environmental pollution is not only related to the quality of each citizen’s living environment,but also to the goal of building a beautiful China.The economic growth model of"high energy consumption and high pollution"has brought rapid economic data to China,and it has also led to a worsening environmental situation.In recent years,the smog problem has affected most parts of China,with a long time and a wide range.The problem of air pollution is prominent.Environmental incidents of water pollution and soil pollution have also occurred from time to time,seriously affecting the normal life of the public.The severe environmental pollution situation has continuously increased the demand for environmental management by the government’s comprehensive use of various governance methods.In addition,China’s environmental index ranks lower in the world’s developed and developing countries,as well as the frequent occurrence of environmental group events,and also puts higher demands on the government’s environmental governance.As a decision maker,implementer and law enforcer,local governments play an important role in environmental pollution control.Studying their behaviors on environmental pollution,analyzing and summarizing it,will help improve the government’s future governance.However,in the specific environmental pollution control process,local governments have problems such as insufficient self-governance capacity,low efficiency of multi-sector j oint management,and insufficient cross-regional governance experience.It is the focus of this paper to find out the problems existing in local government’s environmental pollution control and try to make suggestions to improve its ability to control environmental pollution.Based on the research of scholars at home and abroad,this paper combines the situation of environmental governance in China and conducts a series of studies on the behavioral deviation of local governments in environmental governance.The article firstly positions the local government’s functions in environmental governance,namely,the decision-making,implementation,and enforcement of environmental issues.It is through these methods that local governments achieve the goal of environmental governance.Secondly,the 31 opinions of the supervision of the Central Environmental Protection Inspectorate were used as materials to summarize and analyze and conclude that the local government failed to meet the expected objectives of environmental governance,and its behavioral deviations were mainly concentrated on the lack of initiative in governance.Sacrifice the environment for the development of the economy,the implementation of governance work is not in place,and some issues have not received enough attention in four aspects.At the same time,the mining and analysis of the causes of these problems can be found that the task substitution and incentive distortion under the promotion of the championship system is the main reason for the poor environmental governance results.The local government will focus on developing the regional economy,and the ecological environment is not as good as the bidding.The concept of development and the seriousness of environmental problems still exist in the hearts of some local officials.In addition,the vertical management dilemma under the administrative contract system and the cross-domain collaboration and departmental synergy in the bureaucracy have also contributed to the results of environmental governance.Impact.Finally,a feasible corrective strategy is proposed in response to these problems in the process of environmental governance.This paper believes that the environmental governance situation needs to be relatively improved,and it is necessary to increase the weight of environmental performance in the performance evaluation indicators,improve law enforcement and enhance the participation of the public in the process.
