The Third-party Monitoring Platform Participates In The Safety Supervision Of Road Transportation Of Dangerous Goods Research

In recent years,the road transport industry of dangerous goods has developed rapidly,and the number of enterprises,vehicles and employees of road transport of dangerous goods has increased sharply,followed by increasing pressure on safety supervision.As a means to prevent accidents,transportation dynamic monitoring has attracted more and more attention.With the promotion of the Ministry of transport,the third-party monitoring platform has been piloted in individual cities,achieved certain results and faced certain problems.In order to effectively improve the supervision level of the industry management department on the third-party monitoring platform and the service quality of the platform,Taking Yichun as an example,this paper analyzes that the third-party monitoring platform still has some problems,such as the implementation of the main responsibilities of the platform is not in place,various systems are not complete,and the technology and services need to be further improved.The main reasons are that there are no laws and regulations as the supporting basis,the government regulatory departments have not formed a joint force,and the internal management of the platform is not standardized.By analyzing the practical experience of other pilot areas,this paper comprehensively puts forward that laws and regulations can be improved from the policy level;Strengthen supervision and punishment at the implementation level;At the social level,promote multi sectoral joint supervision and call on all sectors of society to participate in supervision;The platform itself strengthens education and training,improves service and scientific and technological level,and provides a certain reference for other places to introduce a third-party monitoring platform.
