Research On The Treatment Of Rural Domestic Waste Under The Background Of Rural Revitalization Strategy

General Secretary Xi Jinping proposed the rural revitalization strategy in the October 19 th report of the party.With the rapid development of the rural economy,the living standards have gradually improved,and at the same time,it has brought many negative effects.The most prominent of these is the destruction of the rural ecological environment,and the living environment is increasingly weak.With the proposal of beautiful rural construction,the problem of rural domestic waste management has been paid attention to by governments at all levels.In order to realize the rural revitalization strategy and ensure the smooth implementation of beautiful rural construction,local governments should introduce relevant policies and measures for the treatment of rural domestic waste according to local conditions,widely implement waste sorting,and comprehensively carry out garbage rural domestic garbage treatment.With the development of rural domestic waste treatment in the country,the status of rural domestic waste treatment has been significantly improved,and the garbage sorting action has been gradually promoted among the villagers.Through investigation and interviews with the sample villages in L Town,Henan Province,it was found that although the rural domestic waste treatment work received the attention of the government,the governance policy was gradually implemented and achieved remarkable results.However,due to the short working hours of L-town living garbage treatment and the weak environmental awareness of villagers,the problem of rural domestic waste management has not been completely solved,and there are still many problems.If the policy implementation capacity is insufficient,the basic sanitation facilities are lacking,the participation of the governance subject is single,and the waste classification progress is slow,etc.,it is necessary to conduct in-depth research on the governance of rural domestic waste.At present,there are some problems in the process of rural domestic wastemanagement: First,policy implementation is not in place,such as policy formulation is not in line with reality,and policy propaganda is not enough.Second,there is insufficient investment in governance funds,such as a single source of funds and a lack of special governance funds.Third,the governance system is not perfect,such as the management mechanism is not perfect,and the regulatory assessment is not in place.Fourth,the popularity of garbage classification is low,such as weak garbage classification awareness and imperfect waste classification system.To solve the problems in the process of rural domestic waste management,we put forward feasible suggestions based on the above reasons: First,we must implement policy implementation and strengthen government supervision: improve the ability to implement policies,strengthen government law enforcement supervision,and build a long-term system for market operation.Second,we must establish a multi-finance channel to achieve government and social co-governance: encourage multiple participation to achieve social co-governance,expand capital channels and improve infrastructure;third,actively promote waste classification and achieve ecological governance: publicity to improve classification awareness,promote ecology The classification technology,the establishment of garbage classification management mechanism,etc.;Fourth,it is necessary to establish a reward and punishment mechanism for evaluation,and to improve the level of participation of the main body: establish a reward and punishment mechanism for evaluation,and build an efficient participation mechanism.
