Research On The Impact Of Industrial Structure Upgrade On Energy Efficiency From The Perspective Of Environmental Regulation

Energy is the basic factor of production for sustainable economic development in our country,but the long-term development pattern of high investment,high energy consumption,high emission and high pollution has brought about serious problems of energy consumption and environmental pollution.In the period of economic transformation,how to develop a low-carbon economy based on reducing energy input is the key to deal with the coordinated development of economy,energy and environment.Under this background,the improvement of energy efficiency is the key topic of academic research,and it is also the main way to alleviate the contradiction between energy supply and demand and solve the problem of environmental pollution.This paper mainly discusses how the upgrading of industrial structure affects China's energy efficiency from the perspective of environmental regulation by combining theoretical and empirical methods.In theory,firstly,the concepts of energy efficiency,industrial structure upgrading and environmental regulation are defined,and the theoretical basis supporting the research in this paper is elaborated.On the basis of empirical analysis,the current situation of China's energy,industrial structure and environmental regulation is preliminarily analyzed.The DEA-Malmquist index is used to measure the energy efficiency of the whole country,east,west and east.Finally,the panel data from 2005 to 2017 are used to empirically analyze the impact of the interaction items between formal and informal environmental regulations and industrial structure upgrade on energy efficiency from both national and subregional perspectives.The research finds that:(1)The total factor energy efficiency of China as a whole and the eastern,central and western regions are on the rise.From the decomposition results,technological progress can affect the energy efficiency more than technological efficiency.(2)The upgrading of industrial structure has a significant positive impact on energy efficiency except in the western region.(3)Due to insufficient implementation,formal environmental regulations have failed to play a role in promoting energy efficiency.However,with the enhancement of citizens' awareness of environmental protection,the implementation of informal environmental regulations has greatly improved energy efficiency.(4)The coefficient of interaction between formal environmental regulation and industrial structure upgrading significantly promotes the improvement of energy efficiency.The interaction between informal environmental regulation and industrial structure inhibits energy efficiency in the whole country and in the west,but promotes the improvement of energy efficiency in the east and middle.Therefore,in order to improve energy efficiency and realize energy conservation and emission reduction,this paper puts forward policy suggestions such as increasing investment in technological progress to promote energy conservation,accelerating the high-quality transformation of industrial structure to promote structural energy conservation,strengthening the implementation of environmental regulations and raising public awareness of environmental protection to promote regulatory energy conservation,giving full play to the synergy of environmental regulations and industrial structure upgrading to promote common energy conservation.
