| In China’s 13th Five-Year Strategic Plan,five development strategies with the theme of "innovation,green,openness,sharing,and coordination" were put forward for the first time.Among them,green development has been elevated to a new height related to the overall development of the country.The recent 14 th Five-Year Plan "Carbon Peak" and "Carbon Neutrality" are one of the government’s important work goals.The Yangtze River Economic Belt is the most important central axis in the development of my country’s territorial space from east to west.In this context,this article analyzes the energy status,industrial structure and environmental regulation of the Yangtze River Economic Belt.The article combs and summarizes relevant domestic and foreign literature,and uses a combination of theoretical analysis and empirical research to analyze the impact of industrial structure upgrading in the Yangtze River Economic Belt on energy efficiency from the perspective of environmental regulation.In the part of theoretical analysis,it mainly introduces the Petti-Clark law,Hoffman theorem,Kuznets law,externality theory,sustainable development theory,etc.,and further analyzes the mechanism of environmental regulation and industrial structure upgrading on energy efficiency.In the empirical analysis,the data of the Yangtze River Economic Belt from 2000 to 2018 are used.Firstly,the energy efficiency of the Yangtze River Economic Belt is measured by DEA-Malmquist,the intensity of formal environmental regulation of the Yangtze River Economic Belt is measured by the cost of environmental pollution control,the intensity of informal environmental regulation is represented by per capita GDP,and the degree of rationalization of industrial structure of the Yangtze River Economic Belt is measured by Theil index.Then,using the panel data from 2000 to 2018,construct two measurement models of the effect of industrial structure upgrading under formal and informal environmental regulations on the energy efficiency of the Yangtze River Economic Belt,and conduct empirical research.The conclusions drawn from the research are:(1)Technological progress is the key to the energy efficiency of the Yangtze River Economic Belt;(2)Environmental regulations and industrial structure upgrades in different basins of the Yangtze River Economic Belt have different impacts on energy efficiency;(3)The interaction between formal and informal environmental regulations and the upgrading of the industrial structure promotes energy efficiency.Therefore,in order to promote energy conservation and emission reduction in the Yangtze River Economic Belt,improve the efficiency of comprehensive energy utilization.This article puts forward practical suggestions such as,comprehensively improving energy-saving and emission-reduction technologies;optimizing the industrial structure and energy structure of the Yangtze River Economic Belt;strengthening formal and informal environmental regulations;and establishing a coordination mechanism for energy-saving and emission reduction across the entire Yangtze River. |
