Industry is the core and foundation of China's economic modernization,and its production consume large amount of fossil energy.However,compared to the developed countries,the efficiency of energy utilization is low in China.Moreover,energy use is often accompanied with CO2 emissions.The extensive model of "high investment,high consumption and high emission" in industry has caused severe pressure on resources and environment in China's sustainable development.In order to meet own sustainable development and realize our country's commitment to the world's energy conservation and emission reduction at the Paris Agreement,it is necessary to make an accurate evaluation of the energy environment efficiency of the sectors,and then provide a way to improve the energy environment policy of the government.In this paper,U-SBM,SBM based on time series,and SBM-Malmquist-Luenberger index model are used to evaluate the environmental efficiency of the 32 sectors from individual,time and panel scale in 2006-2015 respectively,and the corresponding policies and suggestions are put forward.The efficiency evaluation results based on individual scale showed that only the efficiency of department H09 and H31 were more than 1.The efficiency of other sectors were less than 0.6.The 32 sectors were classified by efficiency,energy consumption and CO2 emissions.Sectors with high efficiencies contained H09 and H31.H24 was belong to sectors with high energy consumption.H23 and H24 were a part of sectors with high emission.At every year,H09 and H31 were at the frontier.Also,the efficiency of H12 at 2007 and 2010 was greater than 1.The potential of the input and output of each sector can be obtained compare to the frontier.The energy conservation potential of H24,H19 and H23 were in the top three of the sectors,while the CO2 emission potential of H24,H23 and H19 were in the top three.The average potential of energy conservation and CO2 emission reduction in sectors increased in 2006-2014,and drop in 2014-2015.The average of labor reduction increased in 2006-2013,and drop in 2013-2015.The average value of the fixed assets and the sales value increased in 2006-2015.The results of the time scale efficiency evaluation showed that the growth of TFP of "11th Five-Year" and "12th Five-Year" was 0.159 and 0.198,respectively.The average growth rate of most sectors was more than 10%in 2006-2015.The upper bound of the average technical progress index was 1,and the average technical efficiency index was close to 1.The lower bound of the two index was consistent with the trend of TFP in industrial industry.The interval range of the index decreased with time.The maximum contribution rate of technical progress to TFP in sectors on "11th Five-Year" and "12th Five-Year" was 56.04%of the H03 and 46.71%of the H08.The estimation results of the efficiency interval of input-output indicators showed that the efficiency of energy efficiency and CO2 emission efficiency during the "12th Five-Year" was higher than that during the "11th Five-Year".The energy efficiency and CO2 emission efficiency of each industry can be divided into three categories:U type,steady increase and fluctuation.The extreme point of sectors were concentrate on 2008-2009 and 2011-2013.The efficiency value of labor efficiency and the net fixed assets experienced a "jump" in 2011.The upper bound of the estimated sales value of the industrial industry was 1,and the lower bound increased during the study period,and it was relatively effective in 2015.The results of the efficiency evaluation based on the panel scale showed that the SBM-M-L index of most industries had been improved steadily,while the SBM-M-L index of a minority industry belonging to the mining industry declined.The SBM-M-L index of the industrial industry increased during 2006-2015,But there was a difference in sectors.The manufacture was consistent with the trend of SBM-M-L in the whole industry,but there was difference in the trend of mining and industrial sectors.Both H09 and H31 were on the frontiers,which caused the technical efficiency of H09 and H31 were 1 during the study period.The technical progress index of most sectors were bigger than 1,indicating that the technology has been progresses during the study period.The change of technological progress index and the SBM-M-L index were the same in sectors.The technological progress index promoted SBM-M-L index increasing.In addition,technological efficiency index had played a role in hindering the increase of SBM-M-L index.Finally,we provided policies and opinions on four aspects of improving the energy and environmental structure of various industries,making corresponding policies for different industries,improving the production structure to promote technological innovation and strengthening environmental management to promote green development for government to administrate sectors,and then promote the sustainable development of the industrial industry realizing.
