Effect Evaluation Of Environmental Regulation On Industrial Energy Efficiency In China

The Chinese economy is currently in the transitional stage from high-speed development to high-quality development.Improving energy efficiency and achieving low input and high output are important ways to achieve high-quality development.Economic development is inseparable from the use of energy,and energy consumption will bring environmental problems.How to use government environmental regulation to coordinate the relationship between economy,energy and environment is an important issue.Therefore,it is of practical significance to study the extent and direction of environmental regulation on energy efficiency.The research content of this paper is as follows:(1)Using a single indicator method to measure the intensity of environmental regulation: The intensity of environmental regulation in the country,the eastern,central and western regions has increased steadily,and the pre-regulation and post-regulation have shown a trend of declining volatility.In the western region,the pre-existing environmental regulation and post-event environmental regulation are more stringent.The central region prefers environmental regulation and post-event environmental regulation.It is the characteristic of the central government to strengthen supervision and impose stricter penalties on polluting enterprises.In addition to the environmental regulation in the eastern region,the pre-and post-regulation is lower than the national level.(2)Measurement of inter-provincial industrial energy efficiency by single factor method: Industrial energy efficiency has been in a highly efficient growth trend during the research period,and has stabilized in the past two years.The industrial energy efficiency of the eastern region is higher than that of the central and western regions,and the western region is at its lowest level at the beginning.After 2010,it exceeded the central region.The difference in industrial energy efficiency between cities is significant,and it presents high-high,low-low aggregation.(3)Impact of environmental regulation on industrial energy efficiency: This paper constructs a dynamic space panel Dubin model,using data from 30 provinces(cities)in China from 2001 to 2016,measuring the direct impact of environmental regulation on industrial energy efficiency,and analyzing environmental regulations.Indirect impact on industrial energy efficiency through industrial structure.The research results show that the government's improvement of environmental regulation leads to a decrease in energy efficiency,that is,pre-,post-,and post-environmental regulation can make the industrial energy efficiency show a "U" relationship through the "forced mechanism";Under the environmental regulation method,it has a positive effect on industrial energy efficiency;the technical level,foreign direct investment,the degree of government control over the market,the energy consumption structure and the industrial energy efficiency are all negatively correlated.Not all types of environmental regulations can affect industrial energy efficiency through industrial structures.Pre-existing environmental regulation indirectly affects energy efficiency through industrial structure,and environmental and post-event environmental regulation cannot indirectly affect energy efficiency through industrial structure.Combined with the research results,the government proposes relevant policies and suggestions on how to formulate environmental regulations in the next stage: the government,the public,and enterprises must work together to grasp the pre-existing environmental regulations,pay attention to preventing precautionary environmental protection,and improve supervision and implementation.Implementation of environmental regulation beforehand;exerting positive spatial spillover of industrial energy efficiency,strengthening inter-regional cooperation and exchanges,narrowing industrial energy efficiency differences in the eastern,central and western regions;striving to adjust industrial structure,optimize foreign trade structure,and improve energy consumption structure,Promote energy efficiency.
