Since China's reform and opening up,industry has become the main driving force of the economy,but an important factor of environmental pollution.The high energy consumption and high emission industrial development mode has brought great damage to the ecological environment.In addition,the rapid increase of China's industrial energy consumption makes its energy consumption 40% higher than the average in developed countries.It is pointed out that environmental pollution and excessive energy consumption are the key factors that hinder the sustainable development of China's economy.While realizing the goal of industrialization,the government should strengthen the level of environmental regulation to improve the environmental quality.Excessive energy consumption and environmental pollution,improving energy efficiency is an effective way except for the development of new energy.The industrial sector is the main energy consumption,analysis of industrial total factor energy efficiency and its change in the premise of environmental regulation has a positive effect on optimizing the internal structure of industry and realizing the coordinated development of energy and environment.In this paper,we will study the impact of environmental regulation on industrial total factor energy efficiency.Firstly,this paper expounds the theory of environmental regulation and total factor energy efficiency.Then,it analyzes the function mechanism of environmental regulation to total factor energy efficiency.Then,this paper measure the intensity of environmental regulation by constructing a comprehensive evaluation system of industrial waste emissions to,and we use the super efficiency SBM method and ML index to calculate the total factor energy efficiency and total factor energy efficiency growth rate.Then,according to the previous theoretical research and the results of environmental regulation and industrial total factor energy efficiency,empirical test is carried out by using static panel estimation and SYS-GMM dynamic panel estimation method based on the provincial panel data in China.Finally,according to the empirical results,this paper puts forward the countermeasures of improving the industrial total factor energy efficiency from the macro and micro perspectives.
