Environmental Regulation And Government R&D Subsidies And Efficiency Of Eco-technology Innovation

With environmental pollution problems worse,the pursuit of the harmonious development of man and nature become the main melody of the development of society,people are gradually aware of the importance of innovation of ecological development.Green low carbon has become a major global technology innovation development trend,with resources and environment sustainable,man and nature in harmony of ecological civilization construction to become the new idea of our country's comprehensive development as a whole.Implementation of ecological technology innovation helps to achieve sustainable development,solve the problem of environment and resources from the source,realize the common development of the economy and environment.In this background,to research how to promote the ecological technical innovation efficiency,what policies effect the ecological technical innovation is of great importance to the test.Based on this,this paper draw lessons from the existing literature to build the evaluation index system of ecological technology innovation,with 36 industry related data of 2005-2016 as the research sample,using DEA-EBM model to measure the efficiency value,which found that the ecological technical innovation efficiency on the whole a steady upward trend,and much depends on the progress of ecological technology,and light pollution industry rise superior to heavy pollution industry.Secondly,from the theoretical level,the paper discusses the environmental regulation policy and the influence of government R&D subsidy policy of ecological technology innovation,it is respectively explore the single government policy of ecological technology innovation mechanism,the influence of environmental regulation policy of ecological technology innovation thought to exist "compliance costs" and"innovation" two aspects,the influence of government R&D subsidy policy can make up for the inadequacy of enterprise R&D investment and technology spillover bring the negative externalities of promote the enterprise ecological technology innovation;Second,graphical analysis and mathematical model was used to study the government R&D subsidies under the condition of existence of environmental regulation policy's influence on the ecological technology innovation mechanism,found that the influence of environmental regulation policy of ecological technology innovation has to fall after the rise of "U" type,and government R&D subsidies to join made under the same environmental regulation intensity,enterprise exist a greater incentive to ecological technology innovation activities.Finally,this paper adopts the comprehensive FGLS estimation method for 36 industrial sectors,21 heavy pollution industry and light pollution sample 15 data regression analysis,the theoretical hypothesis verification,found that the strength of the ecological technology innovation efficiency and environmental regulation policy is "U" shaped relationship,inflection point 2.2011,light pollution industry "U" type curve of inflection point is 3.7920,2.6159 of heavy pollution industry,light industry pollution corresponding environmental regulation intensity under heavy pollution industry,it is easier to carry out ecological technology innovation activities;Government R&D subsidy policy and the ecological technology innovation efficiency present positive correlation,the government R&D subsidy to the industry technology innovation give appropriate help to stimulate the innovation of the enterprise,to improve its ecological technology innovation level,light pollution of government R&D subsidies,and good effects on the ecological technical innovation efficiency in heavy pollution industry.After joining environmental regulation and government R&D subsidy interactive items,"U"type curve inflection point value to 2.5432,and environmental regulation policy and implementation of a government R&D subsidy can promote enterprises to promote the efficiency of ecological technology innovation,and the combination of the two effects were better than the single effect of environmental regulation policy.
