In the 21st century,the global Marine economy is developing rapidly.As an important part of the Marine industry,the yacht industry is also rising,and gradually becomes a new development highlight in the coastal economic belt.As an important coastal port in bohai rim area,Huanghua Port in Hebei province,the development of yacht industry is bound to usher in new opportunities and challenges,which has attracted great attention from the administrative departments,especially the maritime safety administration.Stricter requirements have been put forward in the following two aspects:safety regulation and public service.In recent years,with the coordinated development of beijing-tianjin-hebei strategy,maritime silk road and the male in the 21st century new district planning and construction,and other countries,the implementation of the strategic Huanghua Port usher in a golden opportunity of development,hebei cangzhou gripped coastal lingang geographical advantages,to the yacht industry as the key support object formed a complete industrial chain,including the design and manufacture of yacht,also including a lot of link such as a repair maintenance,such ability to focus at Huanghua Port in the whole bohai rim area quality yacht industry base.By the end of the 13th five-year plan,the revenue of the yacht industry will reach 100 billion yuan and become a new pillar industry in cangzhou coastal areas.China's yacht industry as a whole started late,relatively slow development,relatively weak foundation.In particular,as a new coastal industrial tourism city,Huanghua Port has prominent problems in the regulation of maritime safety of yachts,including obsolete regulatory concepts,solidified regulatory model,unclear function division,and low information level,which will inevitably restrict the development of the current yacht industry.The research on the regulation of Marine safety of yachts is helpful to the healthy and rapid development of the yacht industry in Huanghua port and bohai rim area.In this paper,application of field investigation and literature research reading,sum up and the comparative analysis and other research methods,for the development of yacht industry,maritime safety regulation and public service and the correlative situation are introduced,and further analyze the service mode of the yacht maritime safety regulation and public governance theory,theory of public service does not adapt,mainly reflected in the yacht definition is inconsistent with the actual,the public policy is not free,staff service concept is not strong,slow development of informatization,and many other aspects.Drawing on the relatively mature regulatory experience of other regions at home and abroad,combined with the theories of public governance and public service,this paper puts forward countermeasures and Suggestions for improving the maritime safety regulation of yachts in Huanghua port from the perspectives of updating the regulatory concept,innovating the regulatory mode and improving the system design.Although oil drilling yacht industry started relatively late,the yacht maritime safety regulation and public service at the exploration stage,but through set up modern public governance,public service concept,inevitably can fully fit the yacht characteristics and development trend,formulate sound system mechanism,to carry out the human-oriented idea,fully and decentralization,encourages the people's organizations,and other industries involved,optimize regulation service measures actively,in order to satisfy the demands of mass yacht consumption security reality,oil drilling industry inevitably can realize the healthy and orderly development of the high speed,then drive the cangzhou city comprehensive global entertainment service industry such as tourism,leisure fishing,sea,To become a new pole of economic growth in the bohai rim area.
