With the increase of income and living standards,people have become more demanding for high-quality recreational activities involving the sea,yacht industry has developed rapidly,and the number of yacht operators has increased,especially the entry of a large number of non-professional mariners.The navigable environment of the sea is more complex,and the uncertainty brought about by the maritime security situation and potential safety supervision risks are gradually increasing.Since yachts belong to ships outside the Convention,yacht operators do not belong to professional seafarers in a narrow sense.In addition,most countries in the world,including China,adopt a broad attitude toward the management of yacht and yacht operators,which obtain less attention on supervision of maritime safety of yachts,especially in research field.There is less research on human factors and less on the impact evaluation of marine safety on yachts.The insufficiency of academic research materials and the lag in maritime administrative regulations make the competent authorities lack adequate technical support and necessary regulatory basis for the management of yacht and yacht operators.This article seeks the opinions of experts in various fields,referring to the "Outline of the Theory and Training of Yacht Operators" and the "Outline of the Training and Evaluation of the Operations of Yacht Operators" and combining the characteristics of the structure,material and maneuverability of the yacht,inviting the experts of Dalian Maritime University with rich experience,yacht training institution instructors,yacht club managers of marine and teaching experience,and examiners and on-site supervisors of Liaoning Maritime Safety Administration to establish a reasonable evaluation index system.Appropriate selection of evaluation factors to determine the evaluation index and safety evaluation criteria,the use of fuzzy comprehensive evaluation methods,through careful calculation and discussion,the establishment of a comprehensive evaluation model,the establishment of the relationship between the evaluation index membership degree,combined with the expert survey questionnaire data statistics,use level Analytical method to determine the weight of human factors on the various indicators of marine safety.Through the verification of the example of yacht safety supervision in Dalian Port,it is verified that the conclusions obtained from the safety assessment method adopted in this paper are highly consistent with the experience accumulated in the long-term practice of maritime supervision,thus demonstrating the effectiveness of the evaluation method adopted in this paper.It also proposes corresponding solutions and suggestions for the influencing factors.
