Study On The Environmental Governance Of Rural Habitat In Baoding City

Since 2004,the Party Central Committee’s No.1 document has paid attention to the issue of agriculture,rural areas and farmers for 16 years.As an important part of solving the problems of agriculture,rural residents ’environmental governance has been given more attention in policy.The strategy of rural revitalization emphasizes the need to speed up the management of the rural ecological environment and create an ecologically liveable living environment.Following General Secretary Xi Jinping’s idea that "Green Mountain is the Silver Mountain of Jinshan",the significance of research on rural environment and its sustainable development has been further enhanced.In April 2017,the establishment of Hebei Xiongan New District became another regional decision for the Party Central Committee to promote economic development,making Baoding City the focus of the country.The problem of rural habitat environment in baoding city has also become one of the important factors of economic development in baoding city.Accelerating the management of the rural human settlements environment is conducive to the development of the entire social habitat environment on the one hand,and raising the important level of building a moderately prosperous society in an all-round way on the other.Therefore,it is very important and urgent for rural residents to solve the current problem of rural habitat environmental governance.Based on the theory and practice of rural habitat environmental governance at home and abroad,this paper adopts literature analysis method,field survey method and Logic model analysis method.The main research content is the status quo of rural habitat environmental governance in Baoding City,and analyzes the main problems in the current rural habitat environmental governance in Baoding City.Considering that the main existing problems include the lack of awareness of environmental protection among rural related subjects,the inadequacy of the rural habitat environment governance system,insufficient investment in rural habitat environment governance,and the single subject of rural habitat environment governance,and analyzing the reasons for these problems,It is mainly attributed to the limitation of the traditional environmental governance concept,the lack of effective rural environmental pollution control mechanism,the narrow financing channel of rural environmental governance,and the failure to exert the public as the main body of supervision.Based on the questionnaire of rural residents,this paper analyzes the influencing factors of the different types of rural residents ’willingness to participate in rural habitat environmental governance by using dual Logic model.The paper puts forward seven suggestions on rural habitat environmental governance,which are to formulate and improve rural habitat environment related policies;We will step up efforts to publicize the Environmental Protection of rural residential areas.We will improve the laws and regulations governing the environment in rural areas.Increased investment in rural human settlements environmental governance;We will develop diversified governance bodies.The innovation points of this paper are mainly reflected in the innovation of research content.Through the survey of rural habitat environmental governance in baoding city,420 effective questionnaires were collated,and nine independent variables were designed to establish the Logitic model,which analyzed the influencing factors of rural residents participating in rural habitat environmental governance.
