Building a well-off society in an all-round way by 2020 is China ’ s current important goal and a great testimony to the all-round development of New China.In the 19 th National Congress of the Communist Party of China,the rural revitalization strategy was born,which was a boost to achieve the goal of building a moderately prosperous society in all respects.With various preferential policies and supporting policies tilted towards rural areas,the development of rural construction has been Years are increasing at a rate visible to the naked eye.However,while the rural economy is growing rapidly,the sustainable development of rural society has been neglected,leading to endless environmental problems.Aged garbage in front of and behind the house,construction garbage,domestic garbage,domestic sewage,production waste water,waste gas,soil destruction and other environmental degradation phenomena abound,and environmental protection has become an urgent basic task.As a small city on the east coast of my country,due to the poor living conditions,inconvenient transportation and lack of resources in the early days,Ruian City mainly used small family workshops to increase the individual income of farmers,which led to the crossflow of rural sewage,random disposal of production waste,and scattered workshops.It is difficult to manage and other phenomena.With the development of the rural economy in Ruian in recent years,the backward production methods and the high destruction of environmental resources have shown a state of inconsistency,which has caused the environmental governance costs of Ruian City to rise steadily,but the governance effects are not satisfactory.Although Taoshan Town is located in aremote area in the central and western part of Ruian City,it is a key township in Ruian City.It has a jurisdiction of 103 square kilometers and a population of nearly 100,000.It has a wide range of sites and a large number of enterprises.The production,small smelting and other family workshops are affected.The rural environment generally has serious problems such as random stacking of production waste,air pollution,and dirty rivers.The governance is very complicated,and it is very representative in Ruian.Therefore,this article takes Taoshan Town as an example to discuss the environmental governance mechanism of Ruian City.The quality and durability of governance effects are directly linked to the success of the sustainable development of the rural economy.Whether from an economic perspective or a production or life perspective,it is imperative to transform Shui On’s environmental governance.This article takes the environmental governance of Taoshan Town,Ruian City as an example,through on-site visits and interviews with relevant personnel,fully analyzes the current problems in the process of rural environmental pollution control in Ruian,and draws on the relatively equal governance concepts in the "cooperative governance theory",and "Integral governance theory" is based on common interest goals,coordinated and exerted the joint power of multi-agent common governance,combined with some basic concepts related to rural environmental governance,started with logical relationships,and discussed the current status of rural environmental governance and the existing governance process Poor environmental governance efficiency,poor coordination between grassroots township governments and responsible units,insufficient environmental governance capabilities,insignificant social supervision effects,and a single form of participation by multiple subjects.The relevant issues in thegovernance process have been analyzed.From practice Proposed innovative countermeasures to strengthen the institutional standard mechanism,build a legal guarantee mechanism,improve the multiple cooperation mechanism,strengthen the supervision and restriction mechanism and optimize the access mechanism of multiple subjects,with a view to making suggestions for the improvement of the rural environment in Ruian,and also to the rural environment in other cities Governance provides some references.
