| With the deepening of China’s economic and social development,the status and role of ecological civilization construction have become increasingly prominent.Safeguarding the ecological environment is a core element of the construction of ecological civilization.As China’s most rural area,the effect of environmental improvement has become a key indicator for testing the achievements of ecological civilization.In the report of the 17th National Congress of the Communist Party of China,it was proposed for the first time to build"ecological civilization" and firmly establish the concept of ecological civilization in the whole society.In the report of the 18th National Congress of the Communist Party of China,it was emphasized that "China wants beauty,and rural areas must have beauty." In the report of the 19th National Congress of the Communist Party of China,it was clearly stated that achieving "ecological livability" is one of the important starting points for the implementation of the strategy of rural revitalization,and "to carry out actions for the improvement of rural human settlements".The Central Document No.1 of 2019 called for "comprehensive implementation of the improvement of rural human settlements with the focus on rural garbage and sewage treatment,toilet revolution and improvement of village appearance."General Secretary Xi Jinping pointed out that "regulation of rural environment must be done in both developed and less developed areas." In recent years,several documents and regulations have been issued at the national level to encourage and support the improvement of rural environment.With the promotion of governments at all levels and various levels,relatively good results have been achieved.However,due to factors such as the traditional production and living habits of farmers and the dual structure of urban and rural areas,there are still many problems in the rural environment,such as the serious rebound of domestic garbage and the problem of unreliable dumping and excessive use of pesticides and fertilizers,which cause agricultural non-point sources Increased pollution and more.If the problem of long-term improvement and management of the rural environment cannot be effectively resolved,it will seriously affect the farmers’ happiness index.Such issues have aroused great concern from the party and the state.Especially after the 19th National Congress,government departments have paid more attention to environmental governance and protection problems in rural areas.This article is based on the study of the rural government’s governance of the rural environment based on the town of H.It points out that government mobilization failures,low mass participation,insufficient market subject cultivation,insufficient participation in social welfare organizations,and rural planning and supervision exist Problems such as the inadequate assessment system,analysis of government governance ideas,shortcomings in governance capacity,inadequate professional capacity of management departments,and rational choices of farmers,etc.,and proposed legal construction of rural environmental governance and effective participation of farmers Targeted feasibility measures,such as the orderly joining of market entities and social welfare organizations,and improving the supervision and evaluation mechanism for rural planning and environmental governance,promote the effective governance of the rural environment. |
