Study On The Governance Of Rural Living Environments In Linzi District Of Zibo City

With the continuous development and progress of the rural economy and society,my country’s rural landscape is undergoing tremendous changes.The governance of rural human settlements is receiving more and more attention.The Strategy of Rural Vitalization and the“No.1 Central Document” all specify the governance of rural human settlements.The guiding ideology and action objectives of the People’s Republic of China provide a theoretical basis and action guide for the smooth progress of rural human settlement environment governance.Although the rural human settlement environment has been greatly improved under the guidance of relevant policies,because the rural human settlement environment governance covers a wide range of governance content,many new problems have been exposed in the governance process.How to effectively solve the current problems in the governance of rural human settlements and ensure the integrity and continuity of the governance of rural human settlements is a problem that needs to be considered and resolved by governments at all levels.Under the guidance of hierarchy of needs theory,sustainable development theory and public governance theory,this paper uses literature research,questionnaire survey and field interviews and other research methods,taking Linzi District of Zibo City as the research object,from the content and governance of rural human settlement environment governance Analyze the current situation of rural human settlement environment governance in Linzi District,Zibo City from three aspects.It is found through investigation that although certain results have been achieved in the rural human settlement environment governance in Linzi District,Zibo City,there are many problems in governance subject,governance mechanism,governance effect,low villagers’ awareness and lack of subject awareness;diversified governance entities’ responsibilities are not clear;governance capital investment is insufficient;governance participation mechanism and assessment and supervision mechanism are not sound;governance work is not in-depth;The results of governance cannot be maintained.Analyze the reasons for the above problems in the process of rural human settlement environment governance.It may be that the publicity is not in place and the villagers’ cultural literacy is lacking;there is no synergy between governance entities;the source of governance funds is single;the villagers’ participation mechanism,supervision mechanism,and laws and regulations are not sound;It is caused by the lack of effective longterm governance mechanism.In view of the problems in the governance process of rural human settlements in Linzi District,Zibo City,we can strengthen publicity and education and enhance governance awareness;give full play to the initiative of multiple subjects to participate in governance;raise funds through multiple channels;establish an effective villager participation mechanism,governance and supervision mechanism and Laws and regulations;perfect long-term mechanisms such as domestic garbage,domestic sewage,toilet renovation,and the creation of "beauty in the family" to try to solve them.It is hoped that through the research on the governance of rural human settlements in Linzi District,Zibo City,we can find out the problems existing in the process of governance of rural human settlements in Linzi District,so as to provide reference for the governance of rural human settlements in Linzi District of Zibo City and areas with comparable levels of development.
