| The CPC Central Committee and The State Council attach great importance to the ecological and environmental governance of the Yangtze River Economic Belt,and have made a series of decisions and arrangements for environmental protection and governance to promote the coordinated restoration of the ecological environment in the middle and lower reaches of the Yangtze River Economic Belt.Improving the ecological environment in the Yangtze Economic Belt is complicated and involves the interests of many regions along the upper,middle and lower reaches of the river.The integrity of the ecological environment and the openness of the ecological service function determine the direction of the ecological environment governance in the Yangtze River Economic Belt from fragmentation to synergy.The provinces and municipalities of the Yangtze Economic Belt have done a lot of work to improve the ecological environment of the belt,but there are still problems such as a fragile ecological environment,scattered governance of the river basin,and unbalanced and inadequate development of the belt.The only way to achieve ecological and environmental governance in the Yangtze River Economic Belt is to explore the establishment of multiple collaborative mechanisms for ecological and environmental governance.Based on the research of scholars at home and abroad,and based on the theoretical basis of collaborative governance,holistic governance and multicentric governance,this paper combs the literature related to collaborative governance.In order to promote the cooperative governance of ecological environment in the Yangtze River Economic Belt,this paper proposes an analytical framework for the cooperative governance of multiple ecological environments in the Yangtze River Economic Belt,and establishes a mechanism for the cooperative governance of multiple ecological environments in the Yangtze River Economic Zone.Taking Taihu Basin as an example,the governance status of structure coordination and process coordination is analyzed.There are structural and procedural coordination problems,such as difficulty in coordinating the main bodies of ecological governance,unsound operation system,unsound supervision and assessment mechanism,unsound ecological compensation mechanism,and unsound communication and coordination mechanism.Collect data for content analysis,analyze the causes of problems,and explore the reasons behind the problems.Based on the content analysis method,Nvivo12 was applied to analyze the cases and related literature,and analyzed the influencing factors of the multiple collaborative governance of ecological environment.According to the causes of the problems,the corresponding construction of multiple collaborative organizational structure should be put forward,the structural organizational relationship should be clarified,the collaborative system should be established and improved,the multi-ecological compensation mechanism should be perfected,the communication and coordination mechanism should be constructed and the optimization path of the supervision and assessment mechanism should be established and improved.This paper attempts to construct a comprehensive analysis framework on the basis of the theory.As the Yangtze River Economic Belt has many cross-administrative regions and complex location,Taihu Basin,which carried out collaborative governance practice earlier,is selected as a typical case for analysis.The internal relationship of multiple cooperative governance is analyzed from the perspective of structural process.At the river basin level,especially in the Yangtze River economic super-large trans-regional basin,it is necessary to combine multiple governance subjects and not simply restrict the role of the government.Previous studies on the collaborative governance of watershed ecological environment were carried out from the single mechanism of policy text correlation,governance subject,environmental regulation,but there was a lack of comprehensive research.Based on the actual situation of governance in the Yangtze River Basin,combined with multiple governance bodies such as the government,enterprises,non-governmental organizations and the public,this paper puts forward some targeted and operable suggestions from the aspects of structure optimization and procedure optimization,and is committed to providing some references for ecological environment governance. |
