Environmental Governance Efficiency Of Yangtze River Economic Belt Based On DEA Model

With the March 5,2014,Premier Li Keqiang proposed the concept of constructing the Yangtze River Economic Belt,the State Council put forward higher requirements on the economic development of the Yangtze River Economic Belt,namely,"Build a green energy industry belt along the river ",the Yangtze River Economic Belt into "the frontier demonstration belt of green Development ".As one of the active areas of China’s overall economic development,Yangtze River Economic Belt have a large amount of rapid growth and other characteristics.But with the Yangtze River Economic Belt economic development,pollution emissions are also increasing rapidly.In such a severe environmental situation,We must consider environmental factors when we are concerned about economic growth,introducing environmental factors into the evaluation system,using environmental governance efficiency to measure environmental governance Level of Yangtze River Economic Belt,so as to enhance the efficiency of environmental governance has become a necessary requirement.Based on the data envelopment analysis,the environmental governance efficiency of the Yangtze River Economic Belt is measured by static and dynamic angles.The evaluation system of the environmental governance efficiency of the Yangtze River Economic Belt is constructed on the basis of combing the relevant literature.Based on the panel data of Yangtze River Economic Belt in 2005 and 2014,using the Super-SBM model to analyze the efficiency of environmental management efficiency,calculate and sort the efficiency values.The results showed that there was no significant correlation between environmental governance efficiency and economic development level.In the eastern developed areas of the Yangtze River Economic Belt downstream,environmental governance efficiency is low;this is due to excessive investment in environmental governance caused a lot of waste of resources.And then use the DEA-Malmquist index to analyze the environmental governance efficiency of the Yangtze River Economic Belt.The results show that the overall average of dynamic environmental management efficiency is greater than one.From the data of the provinces and cities,the Yangtze River economy’s technological progress index is generally low.From the effect of promoting environmental governance,technological progress> pure technical efficiency> scale efficiency.Finally,based on the analysis results,make conclusions and policy recommendations.
