Research On The Approaches To Realize Public Value Of Urban Community Environmental Governance

The acceleration of urbanization has brought about a range of "urban diseases",among which the most serious problem is the deterioration of urban environment.After the report of 18 th National Congress of the Communist Party of China proposed the strategy of "Beautiful China",solving environmental problems has become a critical issue during urban construction.Community is the smallest unit of a city and improving community environment is an important part of urban governance.The ultimate goal of government management is to realize public value for the society,and the benefits of urban community environmental governance are shared by multiple subjects.Therefore,it is essential to explore the approaches to realize public value of urban community environmental governance to improve urban community environmental governance.The research question of this study is "the approaches to realize public value of urban community environmental governance".It is addressed on the case of a community of Academy of Forestry in city W,based on the theory of public value management and the analytical framework of the approaches to realize public value of environmental governance.Field research was conducted in this community.After the data collection and encoding analysis,the major four elements,"Content of Community Environment Governance","Trust and Legitimacy","Preferences of Public Values and Expression" and "Efficiency of Community Environmental governance",was proposed and the factors of public value realization was further analyzed.To summarize,this study proposed the organizational structure to optimize the community governance,clarified the relationship between subjects,promoted the dual guarantee of system and resources,and offered suggestions regarding residents' involvements.There are several innovations of this study.Firstly,it focused on the micro-level urban community as the research object of environmental governance.In addition,it is an application of public value management theory on environmental problems concerning the realization of public value of urban community environmental governance.Finally,as a case study based on field research,the interview data was collected and encoded to analyze the realization of public value of urban community environmental governance and provide suggestion for urban community environmental governance.
