Public Participation In Urban Community Environmental Governance

The Nineteenth Party Congress proposed to“work hard to solve environmental problems,build an environmental governance system that is government-led,enterprise-based,and social organizations and the public participate together." This is an institutional guarantee that promotes public participation in environmental governance and highlights the public The basic forces of environmental governance,the functioning of its functions,and the implementation of responsibilities are directly internalized into the core elements of the environmental governance system.The urban community is an important carrier and entry point for environmental governance.Promoting public participation in urban community environmental governance is not only a realistic response to the public ' s demand for expanding grass-roots democracy and protecting environmental rights,but also the key to optimizing the environmental governance system and achieving normalization and institutionalization of environmental governance.It is an inevitable choice to realize economic and social development and sustainable development.Therefore,it is imperative to improve public participation in urban community environmental governance.The public participation in urban community environmental governance is that a public has the right to participate in urban community environmental governance related matters through legal procedures and channels,exchange opinions with stakeholders,and interact with each other,so as to realize the coordinated development of urban community environmental democracy and environmental governance efficiency.The integrated system mainly covers the seven basic elements of participants,participants,participation methods,participation levels,participation process,participation results,and participation environment.Through an empirical analysis of the status quo of environmental governance in L community in Xiangtan City,and using the collected data for descriptive statistics,it was found that the public participation in urban community environmental governance at the present stage has taken shape,the basic regulations of responsible institutions,and the degree of environmental protection.The staged results of improvement and overall satisfactory environmental satisfaction also revealed that the participants' ability is worrying,and their sense of autonomy is not strong;the object range is narrow and the level is relatively low;the channel selection is single and the organization scale is insufficient;the process is rather vague and lacks timely Respond to other issues.The fundamental reason is that the government's management philosophy is lagging behind,the supply of effective information is insufficient,the conflicts of interest are difficult to resolve,and the procedural system is ineffective.In the long run,improving public participation in urban community environmental governance should focus on strengthening the dynamic system to increase participation,increase disclosure of information,improve the benefit coordination mechanism,and cultivate community emotional identity;optimize the operation system to eliminate participation resistance and promote public participation.Environmental publicity and education,improve the decision-making participation system,and strengthen the law enforcement supervision mechanism;deepen the protection system to form a participatory force,straighten out the distribution relationship between powers and responsibilities,improve the main training mechanism,and optimize the expression channels for appeals.One of the innovations in the dissertation is that based on an on-the-spot survey of the L community in Xiangtan City,it has obtained first-hand information and data on public participation in urban community environmental governance,making the issues discussed more specific and typical.The second is to clarify the three basic issues of why the public participate in,participate in,and how to ensure effective participation in the environmental governance of urban communities,and proposes a public participation system that improves the integration of power,operation,and security.Although public participation in urban community environmental governance has been on the rise overall in recent years,it is still constrained by many factors.Therefore,we must base ourselves on local realities,constantly improve government guidance and market regulation,and promote the public's reasonable and orderly participation in urban community environmental governance.
