| With the rapid increase of people’s material wealth,people’s demand for a good quality of life is increasing day by day.The enjoyment of environmental rights in a beautiful environment has become the universal pursuit of the whole society.However,the serious situation of environmental pollution in air,rivers and soil,as well as the management dilemma of government regulation failure,market failure and public voluntary failure in environmental governance practice,show that it is impossible to rely solely on the monotony of any party.To improve the quality of the environment,only the government.enterprises,citizens,environmental NGO and other parties can achieve the Pareto Optimality of public ecological benefits by achieving equal cooperation and coordinated governance,and achieve the ideal goal of“environmental good governance".Under the national conditions of our country,the historical and practical reasons including long-term government control and environmental rights are not legally clear,make the public in China have no clear understanding of th eir environmental rights,and have shown strong dependence on the government.In environmental governance,slogans more than action.Because the govenment has a high degree of macro management and strong resource allocation capabilities,it should still play a leading role in public participation in environmental governance.Based on this premise,this article focuses on Shaoxing’s public participation in environmental governance practice,and studies how to integrate top-down and bottom-up models under the leadership of the government to create a local-style "Shaoxing model."From the perspective of theory.this article first defines and analyzes the concepts of environmental governance.environmental good governance,public,participation,etc.at the same time,explains the logic and positive significance of public participation in environmental governance,and constructs a validity analysis model.Then it focuses on the practice of public participation in environmental governance in Shaoxing City,and conducts research on four main aspects:forward-looking participation-decision participation,supervisory participation-process participation,retrospective participation-relief participation and government-led safeguard mechanism.On the basis of validity analysis model and questionnaires,this article analyzes the problems existing in public participation in environmental governance in Shaoxing.Finally,in view of the existing problems,we draw on the domestic "Jiaxing model" and the bottom-up foreign model,and propose a feasible path to optimize public participation in environmental governance in Shaoxing.including the construction of the overall institutional system;the definition of environmental rights,public participation in specific operational procedures and accountability in the form of local regulations;through adequate information disclosure and interactive feedback build a government-public two-way partnership;strengthen environmental advocacy and environmental education,foster public environmental awareness,and shape the social and cultural foundations that translate environmental awareness into environmentally friendly practices. |
