Influencing Factors And Realization Path Of Grass Roots Environmental Governance Transition From The Perspective Of Collaboration And System

Since the 21 st century,the frequent occurrence of ecological and environmental problems in China has seriously hindered the sustainable operation of economy and society,resulting in a huge pressure on grass-roots environmental governance.In recent years,the concept of bidirectional balanced development of economic,social and environmental benefits has been promoted to an unprecedented height in the form of policy.After emphasizing the key position of ecological civilization during the 13 th Five Year Plan period,the establishment of a harmonious relationship between man and nature has become one of the important goals of the 14 th Five Year Plan period.Therefore,how to realize the efficient transition of grassroots environmental governance has become an important problem to be solved in the new era while ensuring the normal operation of the economy.From the perspective of grassroots governance,this paper attempts to explore the influencing factors and realization path of environmental governance reform through qualitative comparative analysis(fs QCA),which provides more reference for policy-making,environmental law enforcement,department cooperation and other aspects in reality,and finally puts forward some suggestions with reference significance for grassroots environmental governance reform.The main body of this paper is divided into three parts to explain.The aim of the first part is to find the main research direction of current environmental governance by summarizing the existing literature.On this basis,the research framework is constructed by the theory of collaborative governance,system management theory and complex adaptive system theory,then seven influencing factors are selected.In the second part,30 representative cases of environmental governance in China in recent years are selected as the research objects,and seven influencing factors of environmental governance reform are analyzed by using the method of fuzzy set qualitative comparative analysis(fs QCA).On this premise,the above variables are combined to find the main path to realize the reform of environmental governance.In the third part,we make a conclusion based on the above research results,and provide corresponding policy suggestions for the reform of grass-roots environmental governance from the perspective of collaboration and system.This paper innovatively combines qualitative and quantitative methods,uses fuzzy set qualitative comparative analysis(fs QCA)method,combines with the relevant theoretical background and practical conditions to analyze the influencing factors and realization path of the reform results of grass-roots environmental governance.The Study found that:Firstly,the seven conditional variables of pre-set governance foundation,multi-agent participation,cultural and ideological promotion,talent and technology support,political and social environment,market conditions and environmental governance pertinence can’t constitute the necessary conditions for the transformation of environmental governance,namely the goal of environmental governance reform can’t be achieved under the action of a single factor.However,the impact of single variable on governance results is still objective.Secondly,in the paths formed by the combination of variables,this paper sums up six typical paths to effectively promote the reform of environmental governance,public-private cooperation type","talent technology promotion type","market means guidance type","concept initiation type","cultural consciousness reconciliation type"and"political and social security type".Each path has typical core factors.Finally,according to the above research conclusions and combined with the practical background,this paper puts forward policy suggestions for the transition of grass-roots environmental governance from six perspectives: the governance capacity of government,talent and technology,political and social environment,collaborative system cognition,path selection of governance transformation and other supporting factors.,so as to provide references for breaking through obstacles and effectively promoting various policies and measures in grass-roots environmental governance transition.
