Research On Community Public Health Risk Governance From The Perspective Of Resilient Cities

The public health emergency represented by COVID-19 has caused serious harm to the safety of people’s life and property and the normal operation of the society and economy.How to ensure the normal operation of cities and communities under public health risks has become a major problem that needs to be solved urgently.With the continuous research and application of resilience theory,a resilient city with the basic urban unit-community as a barrier has become a new idea of risk governance.Therefore,through the analysis of community resilience,we can comprehensively understand the resilience performance of public health risk governance in urban communities,it can further promote the application of resilience theory,enrich the research connotation of community resilience and enrich the research dimension of public health risk governance.This paper takes the prevention and control of the new crown pneumonia epidemic as the background,and from the perspective of resilient cities,takes the community as the research point,and selects the urban community in Nanjing as a case.The five dimensions of community capital resilience and infrastructure resilience build a resilience analysis framework for public health risk governance in urban communities.Through the entropy weight TOPSIS comprehensive analysis of the questionnaire data,it is found that the resilience of public health risk governance in urban communities is generally good,and there is still room for improvement in the resilience of urban communities.There are differences in resilience performance in different dimensions,and the rankings are institutional resilience,infrastructure resilience,community capital resilience,economic resilience,and social resilience.Through the interview method in the research,the performance of dimension resilience was further analyzed,and the reasons for the insufficient performance of community resilience were found.In view of the reasons,it proposes resilience optimization suggestions for public health risk governance in urban communities from the three levels of government,community and individual.From the perspective of the government,we must start from the joint prevention and control mechanism,emergency plans and related laws,infrastructure construction,management system and information communication to optimize government governance capabilities.From the perspective of the community,it is necessary to strengthen the community health emergency management system,improve the community service capacity,strengthen the community grid management,and develop the community capital strength,so as to improve the community emergency system.From an individual level,it is necessary to cultivate individual risk awareness,improve the ability of the elderly to use the Internet,enhance economic resilience,and the willingness to participate in the community,so as to improve the individual’s ability to respond to disasters.
