Agents, Community Public Space And Urban Community Environment Governance

With the acceleration of modernization progress, environmental problems are increasing. At the same time, the community environment in daily life is also deeply influenced by the modernization progress and the marketization mechanism, which seriously restricts the pace of the community construction and social development. Strengthening environment governance in urban community is a kind of optimization of original space and production practice of space. It can reconstruct the life-world and improve the quality of life, but also help to realize the sustainable development of urban community. Studying on community environment governance is an significant action in boosting the process of ecological civilization construction, and is important explore in enriching the connotation of new urbanization, especially "green urbanization". Past scholars tend to emphasize research way of technical or body management, but this paper mainly focuses on how the agents interact to achieve the community environment governance, that is, how to reach the community environment governance.On the basis of the critical reflection on the agent theory and the space production theory, this paper constructs the framework of "agent-space". According to the framework, this paper uses qualitative methods and analytic skills of case study, moreover, though depth interview, participant observation and text analysis to collect dates. This paper studies environment governance practices of a city community (Mei community in Shanghai), and analyses agent’s (party, committee, NGO, residents, etc.) action and their mutual interaction logic in community environment governance, thereby reveal practical mechanism about how to reach the community environment governance in urban community construction. In the environmental governance, the Mei community realizes the reproduction of space by transforming and optimizing original space.Through empirical research, the author draws the following conclusions. Community is not only an important space for environment governance, and also the ultimate goal. That’s because it stipulated internally thought and action of agents in environment governance. Through the play of subjective initiative, agents constantly practice of space production in the process of environment governance, and that reproduce a new public space with publicity feature. The new public space further shapes ideas and behavior of agents, and makes agents arrive organized cooperative action follow common values, common rules and common way of action. That promotes community towards living community with order and harmonious. Therefore, community environment governance is in essence to the person’s management, it not only can improve the ecological environment, but also form a sense of environmental protection from the people’s hearts. Further, it reconstruct the relationship between people and society, people and environment, or people and people, so that the community can return to public space.
