Study On Township Government Responsibility In Rural Ecological Environment Governance

At present,Ecological environment management and ecological civilization construction have become the focus of the masses,and are also important livelihood issues that the party and the government must face and solve.On March 5.2019,when attending the deliberations of the Inner Mongolia delegation,President xi jinping stressed to maintain the strategic focus of strengthening ecological civilization construction,explore a new way of high-quality development oriented by ecological priority and green development,strengthen the protection of ecological system,and fight against pollution.It is pointed out that all localities and departments should conscientiously implement it and strive to push China’s ecological civilization construction to a new level.This requires governments at all levels to take the initiative to undertake the responsibility of ecological and environmental governance,prudent use of power and scientific decision-making.This paper starts from the treatment of rural ecological environment and takes the township government as the research object,Through reading literatures,investigating historical data and other related discussions,in order to provide good policies for the township government to promote the management of rural ecological environment.This paper has four parts.The first part is the introduction,which elaborates the research background and significance of this paper,and sorts out the relevant literatures about rural ecological environment governance at home and abroad.The second part is the township government in rural ecological environment governance responsibility of the basic theoretical analysis,the definition of ecological environment,the governance and the concept of the township government,township government in rural ecological environment governance responsibilities content,analyzes its theoretical basis,on the basis of detailed demonstrates the township government in our country the necessity of the performance of the rural ecological environment governance responsibility;The third part is the status quo,problems and causes of the township governments’ performance of the responsibility of rural ecological environment governance in China.It focuses on the township governments’ existing problems in the aspects of responsibility awareness,environmental protection law enforcement and environmental protection accountability,and analyzes the reasons for the problems in the process of the township governments’ performance.The fourth part is the countermeasures.In view of the problems existing in the rural ecological environment governance of township governments in China,the author puts forward some Suggestions,such as strengthening the sense of responsibility of township governments,clarifying the functions and powers of township governments,strengthening the supervision and accountability of township governments,and carrying out environmental performance evaluation of township governments.
