Study On The Design And Evaluation Of The Environment Protection System Of China's Cruise Ports

With the rapid development of world cruise industry,cruise environmental issues have become increasingly prominent.At the present stage of our country,although cruise port environmental problems are not so prominent,however,with the rapid development of cruise industry and economy of our country's cruise port,environmental risk will become a hazards threating to human health,ecological environment,and the loss of intangible capital.However,China's major cruise ports did not pay enough attention to environmental problems,lacking of the relevant environmental laws and regulations,at the same time,the environmental problems of cruise ports in our country are difficult to display.It is difficult to show how to judge and evaluate our cruise port environmental protection level,so the designing of environmental protection system of cruise port is very necessary,for the research content and research process:(1)Through the literature review,this paper summarizes the domestic and international cruise port environmental problems,expounds the harmfulness of cruise port environmental pollution,it is necessary to design the cruise port environmental protection system,hackles the theoretical basis of the environmental protection system design of the cruise port;(2)This paper summarizes and refines three ports' environmental management system of the United States.The three ports,Seattle port,Port of Los Angeles and Long Beach port port achieved success in environmental management practices,especially in the air environment management and stormwater management,which can be used as a reference for the environmental protection system of Chinese Cruise port;(3)This part draws environmental management system from three ports in the United states.From the economic,social,ecological,and institutional perspective,with the wisdom as some specific environmental management program,it makes the final decision of environment management.From the air,water,and the ground environment management,called three dimensions,it creats framework of the environmental environmental protection system for cruise port;(4)Combined with the analysis of related environment factors on the cruise port,using index of three port environmental management system,the relevant institutions at home and abroad as well as the academic index of common used,it creat the index of environmental protection system for China's cruise port;(5)This paper researched on Wusong international cruise port as an example,through the perceptual evaluation research,using fuzzy comprehensive evaluation method to evaluate the environmental protection.The results show that the overall level of environmental protection of Wusong international cruise port is low,the perception of environmental problems in cruise ports is higher,and the expectation of environmental protection construction in cruise ports is the highest.which further proves the designing necessity of environmental protection system for cruise port.In addition,this paper studied the process of system construction and environmental evaluation of Wusong cruise port,draw the following conclusions:(1)The risk of environmental pollution in China Cruise Port has not yet attracted attention,the port lacks of cooperation mechanism of protection and the contents of environmental management practice,its environmental management system is not perfect;(2)With the rapid development of cruise tourism,cruise ports are bound to face environmental risks,and we should address the problems;(3)The foreign cruise ports have advanced environmental management experience,China should enrich the theory of design of its cruise port environmental protection system according to foreign environmental protection practice of cruise port,and also need to design environmental protection system from many aspects;(4)It is a general level of Wusong international cruise port in the protection,and the exposure level of causes to environmental problems and risks of the cruise port belongs to the "general",the Wusong international cruise port environmental protection construction is a realistic need.Finally,according to the research contents and problems,this paper puts forward relevant research prospects,hoping that subsequent working should start from the index attribution improvement,researching data and other aspects,and establish environmental protection standards and environmental regulations for cruise ports...
