The Existing Problems And Countermeasures On The Implementation Of Ecological Environmental Protection Policies Of Dafeng Port Economic Zone From The Perspective Of Holistic Governance

At present,the country is in the rapid development stage of industrialization and urbanization.Ecological environmental pollution has a great impact on economic and social development and people’s life,and has become an important factor restricting the sustainable development of national economy.To properly handle the relationship between economic development and ecological and environmental protection,sound public policies must be resorted.To solve ecological and environmental problems,ecological and environmental protection policies are fundamental,and implementation of ecological and environmental protection policies is the key.Dafeng port economic zone is a provincial-level economic development zone established on the basis of Dafeng port,Jiangsu province.A large number of petrochemical,coal water slurry,biomass diesel,Marine products deep processing,mechanical processing and other enterprises gather in the zone.With the rapid economic growth of Dafeng port economic zone,ecological and environmental problems are increasingly prominent.On April 20,2018,the ministry of ecology and environment of the People’s Republic of China reported the serious environmental pollution incident of Huifeng company located in the petrochemical park of Dafeng port economic zone.In the background of building a resource-saving,environment-friendly and ecologically civilized society put forward by the center government,it is of great practical significance to study the problems and countermeasures in the implementation of ecological environmental protection policies in dafeng port economic zone.This paper takes the implementation of ecological and environmental protection policies of Dafeng port economic zone as an empirical research object,and uses the related basic theory of holistic governance theory,sustainable development theory and policy tools,through Field investigation,inductive analysis and literature analysis,elucidates the basic situation of the existing ecological environment protection policy and policy implementation results of dafeng port economic zone,in the face of the problems of Dafeng port economic zone ecological and environmental protection policies Implementation "fragmented" and " thorny ",dissects the cause of its formation in respect of the fragmentation of ecological and environmental protection policies,the fragmentation of the executive body of ecological and environmental protection policies,the resource fragmentation in the implementation of ecological and environmental protection policies,the fragmentation of the implementation and supervision of ecological and environmental protection policies,the fragmentation of the implementation and evaluation of ecological and environmental protection policies and the propaganda fragmentation of the implementation of ecological and environmental protection policies.From the perspective of holistic governance,the corresponding policy implementation improvement measures are proposed from the aspects of improving the scientific and democratic nature of the formulation of ecological and environmental protection policies,strengthening the overall goal of the implementation of ecological and environmental protection policies,integrating the resources for the implementation of ecological and environmental protection policies,and improving the relevant institutions and mechanisms for the implementation of ecological and environmental protection policies.
