The Progress And Obstacles In Enforcing New Environmental Protection Law In China

At the beginning,China’s economic construction adhered to the development principle of "first pollution,then governance".Although China’s economy is indeed developing at a high speed,the environmental pollution caused by it,is increasingly serious.Therefore,in 2015,after a series of work,China’s new Environmental Protection Law(hereinafter EPL)began to be implemented.This study explores the progress of the implementation of the new EPL,the obstacles and difficulties encountered in the implementation process,and the areas that need to be reformed.In the second chapter,the author further explores the difficulties in the implementation of the new EPL from the existing environmental problems in China,including air pollution,water pollution,solid waste pollution and noise pollution.In the third chapter,the author studies the highlights of the degree of completion,obstacles and problems in the process of law enforcement about the new EPL,including environmental impact assessment system,environmental information disclosure system,environmental public interest litigation system and increasing punishment.In the fourth chapter,the author analysis the aspects that need to be improved in the implementation and enforcement of the new EPL from the aspects of government,law enforcement and law-abiding.Finally,the author summarizes the obstacles in the implementation of the new EPL from both internal and external aspects,and puts forward some suggestions for helping China’s next environmental reform.
