| With the gradual expansion of the domestic middle-income class and the gradual improvement of the holiday system,people’s spending power and leisure time have further increased,and the demand for leisure travel has moved to a higher level.By then,leisure and vacation tourism that experience unique life will have a huge consumer market.As a high-end tourism industry,cruise tourism has become the fastest growing part of the international tourism industry.Cruise tourism is an emerging form of domestic tourism,which can better meet the quality of national tourism needs and become an important way for foreign tourists to travel inbound.However,with the rapid development of the cruise industry,problems have also followed.The most prominent are the successive public emergencies in the cruise home port in recent years,which have brought about cruise ports,cruise companies,the tourism industry,and local governments.The heavy losses have seriously hindered the development of the modern cruise tourism industry.This article takes the cruise home port as the main body of research,focuses on the concept and relationship of public emergencies and emergency management of cruise home ports,and combines the current situation and response measures of public emergencies at home and abroad on cruise home ports under the guidance of relevant theories.Taking a cruise port in Hainan as an example,reflect on the actual situation,further clarify existing problems and discover potential problems.The article mainly focuses on the emergency protection capability of the cruise home port for public emergencies,and constructs an evaluation index system for the emergency protection capability.The evaluation system is divided into four major secondary indicators,and 19 emergency rescue support factors are selected to form the third-level indicators to form the risk rescue support system.Through the analytic hierarchy process,weights are assigned to the evaluation indicators,and a certain quantitative value range is assigned to different levels of risk levels.Taking a cruise port in Hainan as an example,experts in the cruise industry were invited to rate its port’s emergency protection and rescue capabilities for public emergencies.At the end of the article,the following suggestions are made for the emergency management and emergency rescue of the cruise port:(1)The emergency rescue preparation capability.It is recommended that the Hainan Provincial Government strengthen the support capabilities of port rescue materials and rescue equipment,increase the construction of rescue personnel and the publicity and education of rescue knowledge,do a good job in emergency contact capabilities and the construction of emergency rescue organization systems;(2)In terms of emergency monitoring,prevention,control and early warning capabilities.It is recommended that the Hainan Provincial Government establish and improve the emergency response plan system and enhance the execution ability of rescue exercises,enhance the identification of potential risks,and increase the ability of emergency warning collection and transmission;(3)In terms of emergency response and rescue capabilities.It is recommended that the Hainan Provincial Government enhance its emergency rescue response capabilities and emergency firefighting and medical rescue capabilities in accordance with the actual situation of the port;(4)In terms of post-incident handling and recovery capabilities.Respectively engaged in post-processing and evaluation capabilities,emergency recovery and re-operation capabilities,accident cause investigation and compensation capabilities,and public media public opinion guidance capabilities to do a good job in emergency recovery and port follow-up operations. |
