Research On Existing Problems And Countermeasures Of Smart Environmental Protection In Guangrao County

Smart environmental protection is the latest achievement of environmental information construction.It uses advanced information collection and transmission technology to collect and digitize various environmental indicators,uses modern communication technology to quickly transmit the collected data,and uses big data,cloud computing and other technologies to analyze and process the data,so as to meet different environmental governance needs.In 2015,The State Council proposed to "vigorously develop smart environmental protection",which started the construction of smart environmental protection across the country.Certain achievements have been made in the construction process,but many difficulties are also faced.This paper firstly expounds the concepts of government governance,digital environmental protection and intelligent environmental protection,analyzes the theory of public goods,digital governance theory and intelligent governance theory,and provides a theoretical basis for the research of intelligent environmental protection.This paper takes Guangrao County’s smart environmental protection as the research object,mainly studies its construction problems,and uses the interview method to carry out the problem investigation.It points out that there are problems in Guangrao County’s smart environmental protection construction,such as insufficient collaborative governance capacity construction of departments,incomplete public participation function construction,lower than expected project promotion and low data utilization rate.From the perspective of public management,the author studied and analyzed the causes of the problems,and concluded that the root causes of the smart environmental protection construction in Guangrao County are the imperfect departmental cooperation mechanism,the deviation of public participation,the imperfect supervision mechanism of smart environmental protection construction,and the phenomenon of data island still exists.Finally,combined with the local government’s actual situation,put forward the countermeasures and suggestions to strengthen the department cooperation mechanism construction,improve the public participation mechanism,improve the smart environmental protection construction supervision system,improve the data utilization ability,establish the smart environmental protection construction guarantee system.The innovation of this paper has two aspects: first,this paper takes intelligent environmental protection,a research hotspot in recent years,as the main content of the research,to ensure the novelty and effectiveness of the research content,focuses on the research of intelligent environmental protection construction,effectively Narrows the research scope,and improves the pertinence of the research to a certain extent.Secondly,the smart environmental protection construction case of Guangrao County selected in this paper will be selected as "Excellent Case of New Smart City in Shandong Province" in 2021,which is representative in the smart environmental protection construction to a certain extent.The countermeasures proposed for its construction problems have certain reference significance for the smart environmental protection construction work in other regions.
