| Cruise economy is known as "gold industry on water".Because of its special geographical and confined area,cruise port is easy to become a rendezvous point of various emergencies.The cruise port’s waterway traffic,entry-exit inspection,port accident factors,natural environment factors and other factors will cause the cruise port emergencies,and lead to the outbreak of chain crisis.This kind of emergency management needs to break the barriers between departments,integrate resources,and coordinate operationsRelying on good location advantages and tourist market,Shanghai occupies a leading position in the domestic cruise market.This paper takes Wusongkou international cruise port as the research object.Wusongkou international cruise port has the largest passenger scale in Asia and the fourth in the world.The emergency linkage optimization of Wusongkou international cruise port has an important reference for other cruise ports in ChinaThis paper introduces the subject and object of emergency management of cruise ports in China and the status quo of emergency linkage mechanism.By analyzing the case of Wusongkou international cruise port,it is pointed out that the emergency linkage of Wusongkou international cruise port has such defects as single early-warning mode,weak linkage of pre-plan and poor communication of information.On the basis of introducing the experience of emergency linkage in foreign countries,the paper puts forward some suggestions on the optimization of emergency linkage mechanism in cruise port.First,unify the emergency command center.Second,we will improve the early-warning cooperation mechanism and expand the early-warning network.Third,standardize the preparation of plan.Fourth establish a comprehensive emergency information system.Fifth,through the improvement of legislation,regulate the legal relationship between government departments,to provide legal guarantee for the coordination and cooperation between departments. |
