Rural environmental governance is an important part of grassroots governance.How to manage the rural environmental issues has become a major issue in our daily life,which governments at all levels need to solve.In rural environmental governance,which actions can the township government as the grassroots level do,or which ones cannot do?It isn't only related to the effectiveness of rural environmental governance,but also reflects on the grassroots governance capabilities.This study intends to take D township as a case to explore what the township government should do and should not do in the process of rural environmental governance,further more responds to the problem of the transformation of grassroots government's functions from a deeper level.Theoretically,the behavior of the township government is deterministic.Its main function is to provide public services to the public.There is a clear boundary between"be able to do" and "be unable to do." Government action is supposed to be limited in the service level,it can't control everything.However,the experience of D township proves that their behaviors are out of order in the process of environmental governance.Something need have done,something should have done and something shouldn't have done.In other words,there is something wrong occurred in the behavior of the D township government,such as problems of misalignment,offside and absence.At first,take the misalignment problem as an example,environmental governance planning is lack of science and sustainability,at the same time,some rural cadres are not equipped with the concept of ecological civilization development,while they just conducted some of them selectively.What's more,the specific manifestations of offside behavior are as followed,the masses'rights to know and to participate in are neglected,the village-level rural environmental governance is excessively interfered,participants are limited.The last one is the absence behavior.The lack of specific performance,the delayed construction of infrastructure and insufficient staffing efficacy are also reflected from D town,which affects environmental governance.Aiming at the existing problems,this article puts forward suggestions for optimizing the behavior of township governments from five aspects:firstly,transforming the functions of township governments,secondly,improving the environmental protection assessment mechanism,thirdly,increasing capital investment,fourthly,improving environmental protection laws and regulations,lastly,building a collaborative governance model.
