Research On Environmental Governance Responsibility Of Township Government

Since ecological civilization was written into the Constitution in 2018,and the "Guiding Opinions on Building a Modern Environmental Governance System" was issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council in 2020,society has put forward higher requirements for government environmental governance in the new era.The opinions also pointed out a new direction for the government’s environmental governance.Although the current environmental governance in China has achieved great achievements,the environmental quality at the grassroots level is still not satisfactory,and the situation of garbage pollution and water pollution is still severe.As the forefront of grassroots governance,the environmental governance responsibilities of the township level government have become more prominent.In view of the seriousness and importance of environmental protection,it is important to regulate the environmental behavior of the township government and strengthen the environmental governance responsibility of the township government.This paper combs and discusses the environmental governance responsibility of township governments from four aspects.The introduction part mainly introduces the research background,research significance,research problems and the status quo at home and abroad,which lays the groundwork for the follow-up writing of this paper.The first part introduces the basic connotation and legal basis of environmental governance responsibility of township government.The second part mainly introduces the problems existing in the environmental responsibility of township governments in China and analyzes the reasons.On the one hand,township governments have the problem of single governance subject and lack of corresponding authority in taking the initiative to fulfill environmental governance responsibility.This paper argues that the traditional "single center" mode and the top-down administrative system lead to the lack of environmental authority of township government as the sole subject of governance.On the other hand,the paper introduces the problems in the punitive responsibility of the township government and analyzes the reasons: the current assessment and evaluation system is a mere formality,the environmental protection supervision does not go deep into the township government,the punishment of the township government is not strong enough,the public supervision right is not clear.This paper argues that the unscientific design of the assessment mechanism,the slow promotion of environmental protection,the internal accountability mechanism and the delay in updating the environmental protection legislation concept lead to the poor performance of township governments.The third part is to put forward the corresponding improvement suggestions.First,we should construct the environmental governance mechanism with the township party and government organs as the main body and multi-subject participation.Second,to expand the township government environmental governance authority;Third,we should improve the legal provisions on environmental supervision of township governments,and implement the assessment and rating mechanism in the environmental protection law and the administrative responsibility to people.Fourth,it is necessary to strengthen the external supervision system of the township government and enhance the environmental governance efficiency of the township government in the supervision of the party and the government and the public.The paper is carried out within the above framework,hoping to provide governance ideas for the practice of environmental governance of township governments.
