The Logic Of Township Government Behavior In The Transformation Of Environmental Governance

Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has placed the construction of ecological civilization in a prominent position in the overall work,and comprehensively started and fully promoted the transformation of environmental governance from top to bottom.The township government,as the end of the policy implementation,is the "last mile" to implement the concept of ecological civilization construction and the basic link of environmental governance transformation.T Town is located in the core area of the Green Heart Plan of H Province,and is a typical demonstration town for ecological civilization construction.Driven by the triple pressure of environmental protection political pressure,administrative pressure and social pressure,the core governance goal of T Town has shifted from economic development to ecological civilization construction.The change of governance goals directly led to the overall transformation of the daily affairs of T Town,and shaped the political,administrative and social tasks of T Town.In the face of multiple pressure drives and multiple tasks,the behavior of the T town government in the transformation of environmental governance shows significant adaptive characteristics,and contains three behavioral logic: first,when dealing with political tasks,it is necessary to fully complete the tasks to ensure that the logic of avoiding responsibility for its political survival;the second is the competitive logic of pursuing explicit political achievements in performance championships to gain advantages when dealing with administrative tasks;the third is the principle of "no trouble" when dealing with social tasks.The bottom-line governance logic of making a balanced choice between "law" and "feeling".
