| Rare earth resources have great applied value and strategic value.With the rapid development of economy and the advancement of science and technology,the demand for rare earth mineral resources is increasing in current society,the development of rare earths inevitably led to destruction of resources,pollution of environments and destruction of ecosystem services.The contradiction between economic development and environmental protection has become increasingly prominent,and the issue of ecological compensation for the development of rare earth resources has also attracted the attention of people from all walks of life.This paper is devoted to research the ecological compensation value assessment,which is to achieve the internalization of environmental negative externalities of rare earth mineral resources development through some economic means.Firstly,the article expounds the basic concept,aiming at protecting the environment and maintaining the sustainable development of the ecosystem,with the help of market economy and policy regulation,defining the relationship of rights,responsibilities and interests between the interests of all parties in a quantitative way.And then the paper discusses the ecological economic value theory,externality theory and public product theory as the economic basis.Afterwards,based on the research results of ecological compensation value assessment at home and abroad,the advantages,disadvantages and scope of application of various ecological value assessment methods are summarized and compared.The paper then focus on analysis the negative externalities of the development of Ganzhou ionic rare earth mineral resources.The ecological compensation value evaluation index system is established by summarizing the negative external influences,and the ecological compensation standard accounting model for development of rare earth mineral resource is constructed.The model mainly includes three types of costs: environmental pollution control cost,ecosystem restoration cost and social development cost.The environmental pollution control cost is measured by three indicators: waste gas control cost,waste water control cost and waste residue control cost,which can be calculated by market value method;the ecosystem restoration cost is measured by two indicators: vegetation restoration cost and land restoration cost,which can be calculated by shadow engineering method;the social development cost is measured by three indicators: the cost of health loss of residents,the cost of production and living water,and the cost of other industries loss,which are calculated by human capital method,market value method,combining shadow engineering method and opportunity cost method.Based on the ecological compensation standard accounting model for rare earth resource development established in the paper,it takes the calculation of ecological compensation cost of Longnan ZD ionic rare earth mine in Ganzhou as an example.The assessment results show that the annual environmental pollution control cost is ¥32,263,421.00,the ecosystem restoration cost is ¥53,015,480.00,and the social development cost is ¥251,303,888.40.The total annual ecological compensation cost is about ¥337 million.By converting,the ecological compensation cost per ton is ¥42,000.The research result of this paper has some reference and practical significance for evaluating the ecological compensation value of rare earth mineral resources scientifically and reasonably.At the same time,it also stimulates the environmental protection behavior of various stakeholders in the development process of rare earth resources to be more standardized,thus promoting the harmonious development of economy and nature. |
