Research Of The Ecological Compensation

As the ecological environment problems are becoming serious nowadays, study of the ecological environment protection takes an even more important place. And ecological compensation, as one of the most effective methods, is at the forefront of research into the ecological environment economics.In this article the research accomplishments and development of ecological compensation in and abroad are first summarized. Then the main problems of research in this article are pointed out, respectively the compensator, the amount to compensate and the way to compensate, which are the three most difficult problems to solve. Chapter two focus on defining the compensator. It points out that ecological problems lie in the property problem. On the analysis of externality we indicate solving it through clarifying the property and enhancing its management by using the market mechanism as well as the government supervision. Chapter three studies the problem of valuing the amount to compensate. The componets of the ecosystem and method of valuing each are studied. Then we use the differentiation between two moments to evaluate the ecosystem value. Chapter four proposes several effective ways to establish the ecological compensation mechenisam and the way to coordinate the benifet among each part included. On the basis of it the method of establish the green GDP is put forward. Chapter five uses Qilihai wetland as an example to clarify the three aspects studied above and designs its specified ecological compensation plan. At last problems exist in the research field are summarized.This article focuses on the valuing of the amount of compensation. The ecosystem services values are took into account and the methods of evaluating them are analysed. Then the method of using the differentiation between two moments to evaluate the ecosystem value.is put forward. In the following example of Qilihai wetland the method is put into use and the ecological compensation plan is designed to serve for the ecological construction and sustainability of Tianjin.
