The Research On Ecological Function Service Value And Its Compensation Mechanism In Pingjiang County

Pingjiang county is a typical a mountainous area which located in the northeast of Hunan Province. The main ecosystem is forest system and rate of forest covery is 69.3% in Pingjiang couty in 2012. The ecological service function were studied and its values were calculated by marketing value method,alternative market method etc. According to the investigation and analysis of the situation of regional society-economy-environment and forest ecosystem, wetland ecosystem, grassland ecosystem, rice paddy ecosystem in Pingjiang county in 2012. The research results show that:1. The ecosystem service function of Pingjiang County includes the following 9 aspects: material production, flood regulation, water conservation, carbon fixation and oxygen release, environmental purification the water and soil conservation, tourist recreation research and culture,biodiversity conservation, etc.2. The total ecosystem service function value reached 23.45billion in Pingjiang County in 2012. In all the service value, soil conservation> material production> environmental purification> carbon fixation and oxygen release> biodiversity conservation> flood regulation> water conservation> tourist recreation> research and culture. The value of soil conservation is 6.57 billion, accounting for 28% of the total value; The value of material production is 4.96 billion, accounting for 21% of the total value;The value of the environmental purification is 3.38 billion, accounting for 16% of the total value;The value of carbon fixation and oxygen release is 3.31 billion, accounting for 14% of the total value;The value of biodiversity conservation is 3.31 billion,accounting for 14% of the total value. These five functions account for 93% of the total value.3. The ecological service values which provided by the forest ecosystem was 18.07 billion RMB and 63330 RMB/hm2.a, The ecological service values which provided by the wetland ecosystem was 0.38 billion RMB and 97965 RMB/hm2.a,the ecological service value which provided by the grassland ecosystem was 2.26 billion RMB and 72300RMB/hm2.a,the ecological service value which provided by the rice paddy ecosystem was 2.37.billion RMB and 47400 RMB/hm2.a.4.The ecosystem service value of material production, flood regulation, water conservation, carbon fixation and oxygen release, environmental purification,soil conservation, tourist recreation research and culture,biodiversity conservation continued to increase and the value of flood regulation continued to reduce in Pingjiang from 1991 to 2012.5. On the basis of the current compensation subject and remaining problems of Pingjiang County, and according to calculation of ecosystem function value, ecological compensation subject and receptor, ecological compensation standard and method ecological compensation system and mechanism had been put forward.
