The “agglomeration effect” of urbanization and the extensive economic expansion in the early stages of reform and opening up have brought about hidden dangers in the ecological environment such as the unreasonable resource allocation structure while the rapid accumulation of social and economic wealth.The imbalance between economic development and ecological environmental protection has caused great challenges to the coordinated development of regional economy.How to balance the conflict of interests between environmental protection and economic development has become the key to regional coordinated development.The construction of a reasonable ecological compensation mechanism is an effective means to coordinate the contradiction between regional ecological environmental protection and economic development,and to adjust the profit and loss relationship between regions in the basin.The study is based on the Taihu Lake Basin,which is located in the Yangtze River Delta and has a highly developed economy.Based on the analysis of the land use/cover pattern evolution of the Taihu Lake Basin from 2010 to 2018 and the Chinese equivalent factor table proposed by scholars such as Xie Gaodi,combined with the Taihu Lake The basin was revised according to local conditions to calculate the total value of ecosystem services within the scope of the study and the value of ecosystem services in 58 counties and cities;finally,the introduction of ecological compensation priority to quantify the urgency of ecological compensation in each county and city,first based on ecological The system service value calculates the theoretical ecological compensation amount within the research scope,and then estimates the total actual compensation amount of the research scope and the actual ecological compensation amount of each county and city according to the differentiated ecological compensation standard method.The main conclusions of the study are as follows:(1)Through the study of land use change in Taihu Lake Basin,it is found that: from2010 to 2018,the land use change in Taihu Lake Basin is relatively significant,except for grassland and construction land,the area of farmland,water area,forest and unused land has decreased,and the reduced part is mainly converted to construction land.From the perspective of the dynamic changes of land use in the Taihu Lake Basin,the overall changes in land use types in the Taihu Lake Basin from 2010 to 2018 were relatively stable,and the conversion was more reasonable.Among them,the dynamic changes of grassland were the most obvious,and the growth rate was positive.The dynamic change rates are all negative values.(2)By combining the actual situation in the Taihu Lake Basin,the Chinese equivalent factor table was revised.Using the revised equivalent factor table of the Taihu Lake Basin,the total value of ecosystem services in the Taihu Lake Basin in 2010 and 2018 was estimated to be 350.242 billion yuan and 338.174 billion yuan.Among them,from the perspective of different types of ecosystems,in 2010 and 2018,the ecosystem service value of the waters was the highest,with 292.144 billion yuan and 282.086 billion yuan,respectively;from the perspective of different types of ecological services,both 2010 and 2018 were the same.The adjustment service value is the highest among the three-level services,which are respectively315.618 billion yuan and 299.315 billion yuan,accounting for 90.11% and 88.51% of the total value respectively.Using the formula of ecological sensitivity index to calculate the equivalent factor,the calculation results show that the correction of the equivalent factor of ecosystem service value in Taihu Lake Basin is reliable.(3)After quantifying the urgency of ecological compensation of 58 counties and cities in Taihu Lake Basin,it is concluded that Anji,Huzhou(0.24),Lin’an,Hangzhou(0.09),Changxing,Huzhou(0.08),Deqing Huzhou(0.06),Wuxing,Huzhou(0.03),Liyang,Changzhou(0.02),Yixing,Wuxi(0.02),Yuhang,Hangzhou(0.02),Jintan Changzhou(0.01),Haiyan,Jiaxing(0.01),Nanxun,Huzhou(0.01).In addition to the above 11 counties and cities,the remaining 47 counties and cities should pay compensation.(4)The theoretical ecological compensation amount of Taihu Lake Basin from 2010 to2018 was calculated by using ecosystem service value.The total theoretical amount of ecological compensation in Taihu Lake Basin in 2010 was 315.825 billion yuan,of which the theoretical amount of ecological compensation standard for each land use type was264.086 billion yuan for water area,25.771 billion yuan for forest,25.496 billion yuan for farmland,464 million yuan for grassland and 6 million yuan for unused land Construction land 0 yuan.In 2018,the theoretical total amount of ecological compensation in the Taihu Lake Basin was 300.05 billion yuan,which was 14.81 billion yuan less than in 2010.(5)Through the adjustment of the demand intensity coefficient of ecological compensation and the conversion of ecological value in the Taihu Lake Basin,the actual total compensation of the counties and cities in the Taihu Lake Basin is 503 million yuan after calculation.Among them,Huzhou City’s actual compensation amount is the largest,which is 302 million yuan,accounting for 60.04% of the total amount of the whole basin. |
