Research On County Government Behavior In Ecological Environment Governance

The party and the country have always attached great importance to the management of the ecological environment.The report of the 18 th National Congress of the CPC in 2012 clearly set forth the goal of "beautiful China".At the 19 th National Congress of the CPC,the CPC Central Committee under the leadership of Xi Jinping has put forward the important concept of harmonious coexistence between human beings and nature,and has clearly pointed out that important progress should be made in rural revitalization in 2020,while the ecological environment management of county governments as an important part of the "rural revitalization strategy" cannot be ignored.How effective the county government’s behavior in ecological environment management is directly related to whether the county people can get a good living environment.Through the interview and investigation of some governance departments,sample enterprises and villages and towns where sample enterprises are located in Y County of Henan Province,it is found that county governments have played an important role in ecological environment governance,pushing the environmental battle into a new stage,with relatively perfect policy supply and vigorous implementation of various governance policies.At the same time,there are also some problems that cannot be ignored,such as deviation in policy formulation,great resistance in organization and coordination and law enforcement,mere formality in supervision and assessment,insufficient warning function of accountability and responsibility,poor effect of incentives for the public,etc.In order to solve these problems fundamentally,the simple rectification and accountability can no longer achieve an effective breakthrough,but must start with strengthening the county government behavior.At present,the causes of the problems in the county government’s behavior in the ecological environment management include: first,the county government’s policy formulation system is not perfect,such as the lack of unified standards for policy formulation,and the insufficient restriction of policy formulation on relevant governance departments;Second,the lag in the transformation of county government functions leads to great resistance to governance,which is manifested in the lag in public service functions and the lack of innovation in the transformation of government functions.Third,the government supervision and assessment system is not perfect,which is manifested in the impact of government interests and problems in the division of powers and responsibilities.Fourth,the accountability mechanism is not perfect,reducing its warning and incentive effects;Fifth,due to the influence of the cognitive bias of traditional ideas,the incentive measures for the public are ineffective.In order to improve the behavior ability of the county governments in the ecological environment governance,the following aspects should be done well: first,to speed up the improvement of the ecological environment governance policy-making system,to carry out the policy-making with unified standards,to speed up the policy-making progress for the relevant governance departments,etc.;The second is to change the functions of the county government,improve the efficiency of governance,change the behavior mode of the county government,strengthen the service functions of the county government,strengthen the transformation of functions,and strengthen the innovation ability of the county government.The third is to establish an effective supervision and assessment system for ecological environment governance,improve the main structure of responsibility supervision for ecological environment governance,and reasonably divide the powers and responsibilities of the internal supervision bodies of county governments.The fourth is to improve the system of accountability,fault tolerance and error correction,and to establish a mechanism to clarify and care for governing cadres.The fifth is to improve the two-way communication mechanism between the county government and the public,raise the awareness of the two-way communication between the county government and the public,and smooth the two-way communication platform with the public.
