Study On The Government Hehavior In The Construction Of Ecological Civilization In W County

General Secretary Xi Jinping has clearly defined ecological construction and the development of human civilization.He believes that ecology and human civilization development is in direct proportion to each other.Ecological civilization affects the whole society and promotes its development at all levels and in all corners of the society all the time.Save resources,protect the environment,improve the level of regional planning and construction,improve the living environment,and puts forward new requirements strengthen the county environmental protection consciousness,W county,there are increasing contradictions between economic development and environmental protection,the construction of ecological civilization way how to change,how to promote industrial structure adjustment and optimization of the entire economic way,promote the reasonable utilization of resources,establish the overall coordination,the development of green county governance system,formed the benign interaction of ecological and economic,has become a big problem in the process of the development of the current W county.This paper takes the government behavior in the construction of ecological civilization in W county as the object of study.Based on consulting a large number of literature materials,this paper deeply understands the current situation of the government behavior in the construction of ecological civilization in W county through field research,and then compiles the Questionnaire on the Government behavior in the construction of ecological civilization in W County and the interview outline.Extensive investigations were carried out to collect samples for data analysis in an effort to understand more deeply and in detail the problems and causes existing in government actions.Information obtained in this paper,based on the questionnaire survey analysis of the W county government behavior in the construction of ecological civilization is the overall situation of different influence factors such as age,status,place of residence under the differences,and analyzes the problems existing in the classification of government behavior,interview and combining with the actual situation,it is concluded that the problems existing in the government behavior in five aspects,namely,not enough scientific planning of ecological civilization construction,organization and coordination of the difference of correlation between departments,supervision and accountability mechanisms tend to be more "formal",backward economic development way,the active participation of the public.The reasons are as follows: inadequate understanding of the planning concept of ecological civilization construction,delayed transformation of government functions,irregular supervision and accountability mechanism,the existence of the theory of economic development only,and insufficient government publicity and education.Based on this,the countermeasures to optimize government behavior are put forward.First,strengthen the awareness of ecological management and implement the ecological responsibility of the government;Second,change the concept of governance and development,strengthen government innovation;Third,we will improve the system of accountability,tolerance and correction for ecological progress.Fourth,improve the effective ecological civilization construction supervision and assessment system;Fifth,we will innovate the mode of economic development and guide green economic development.Sixth,we will improve the two-way communication mechanism between the government and the public.
