Study On Government Governance Of Rural Ecological Environment In L County,Guangxi

Since the 18th National Congress,the Party Central Committee has elevated ecological civilization to the national "five-in-one" overall layout and the "four-comprehensive" strategic layout,coordinated the construction of ecological civilization,and achieved unprecedented results in ecological environmental protection,but the improvement of ecological environment quality in most rural areas of China is not highly coordinated with the level of economic and social development.The local government’s short-sighted approach of valuing economic development over environmental protection is an important reason for the continuous deterioration of rural ecological environment.In fact,in the current situation of government-led ecological protection and environmental governance,the government’s ability to manage ecological environment protection is closely related to the improvement of local ecological environment quality.Therefore,improving the ability and level of local governments to manage the ecological environment is particularly important to continuously improve the quality of rural ecological environment.As a national-level poverty-stricken county in the 13th Five-Year Plan period and a key rural revitalization county in the autonomous region during the 14th Five-Year Plan period,L County in Guangxi faces prominent contradictions in the process of promoting economic and social development and ecological environmental protection.It is of important and practical significance to study how the L county government of Guangxi gives full play to the advantages and role of government-led ecological protection and environmental governance,and promotes the collaborative high-quality development of economic society and environmental protection.Based on this,this paper takes the government governance of rural ecological environment in L County of Guangxi as the research object,uses multiple co-governance as the theoretical analysis tool,and adopts research methods such as literature analysis,field investigation and interview to summarize,analyze and study the government governance measures,effects,existing problems and causes of rural ecological environment in L County of Guangxi.On this basis,the countermeasures and suggestions to solve the problem are put forward.The thesis consists of five chapters:The first chapter is the introduction of the research background,purpose,significance,methods and domestic and foreign literature review;The second chapter defines the core concept and explains the theoretical basis.The third chapter is to summarize the basic situation of L county in Guangxi,summarize and analyze the measures and effects of government governance of rural ecological environment.The fourth and fifth chapters analyze and study the problems and causes in the process of rural ecological environment government governance in L County of Guangxi,and then put forward targeted countermeasures and suggestions.It is found that although the government governance of rural ecological environment in L County of Guangxi has.achieved positive results in recent years,there are still four problems:first,the government’s unipolar promotion of rural ecological environment governance;Second,the construction,management and protection capacity of rural environmental protection infrastructure is insufficient;Third,the protection mechanism of ecological environment governance is not perfect;Fourth,the enthusiasm of villagers to participate in environmental governance is not high.There are four main,reasons for the above problems:first,the ecological environment governance mechanism is not perfect;Second,insufficient investment in ecological and environmental governance;Third,the construction of grassroots environmental protection standardization lags behind;Fourth,the villagers’ awareness of environmental governance is not strong.Therefore,this paper suggests that L County of Guangxi take measures from the following four aspects to improve the government’s ability and level of rural ecological environment governance:first,build and improve the environment "multi-governance" governance mechanism;The second is to broaden the source of funds and increase the investment in environmental governance;The third is to promote the standardization of environmental protection and improve the capacity of grassroots environmental governance;The fourth is to strengthen the villagers’awareness of environmental protection and stimulate the villagers’participation in governance.
