Research On Government Behavior In Ecological Environment Management Of X County

Since the Third Plenary Session of the 11 th CPC Central Committee opened a new journey of reform and development,it has been more than 40 years.The negative impact on the ecological environment is also becoming more and more obvious.Especially in the 21 st century,our country has gradually passed into the second-largest economy in the globe,the following problems,such as tight resource supply,ecosystem degradation and increasing environmental pollution,have become a great obstacle to the people’s desire for a better life.As a grass-roots executor,county-level governments play a vital role in promoting the construction of ecological civilization.Under this background,This paper is based on combing the research status of government ecological environment governance in academic circles at home and abroad,it is found that from a county perspective,the research on the specific actions of the government is still slightly weak.Therefore,on the basis of putting forward relevant concepts and theoretical basis,the county governance behavior is divided into directional governance and universal governance,and further expounds the "directional objects" and their carriers involved in directional governance.By analyzing the governance measures taken by X county in the above two types of governance,such as stone carving and stone industry regulation,ozone pollution prevention and control,grid management,pollution source survey,publicity and education,petition and complaint disposal,and so on,It is found that there are common problems such as lack of breadth and depth of directional governance,insufficient working means,and individual problems such as selective grid management,obstruction of household survey of pollution sources,enterprises punished for inadequate publicity and education,and poor power of petition mediation.The causes contain weak communication and cooperation between departments,the publicity and education channels are not smooth enough,and lack of rigorous policy-making,the strength of front-line personnel is weak.Then it gives some countermoves,such as granting full play and major responsibilities to the role of the Ecological environment protection committee,promoting the participation of multiple subjects in governance,deepening scientific policy-making and so on.
